Work environment

As a decision-support hub, the Crisis Management Cell (CMC) with its dedicated cadre of Security and Emergency Management professionals provides the Privy Council Office (PCO) and the Prime Minister’s Office (PMO) senior executives with a versatile, 24/7 capability to rapidly convert course-of-action decisions into viable operational plans, and to then coordinate their implementation with external partners.

The vision for the CMC is that of an advanced, secure, leading-edge operations centre that provides PCO and PMO and stakeholders with timely and relevant information on a wide range of high-visibility issues that could affect departmental and/or Government of Canada personnel, information or assets, and the continuity of their critical services or operations.

The CMC is a key piece in the PCO/PMO capacity to prepare for, respond to and mitigate the effects of a threat or emergency situation. It has been assigned the following tasks and stands ready for others as assigned.

• Coordinate emergency management activities within PCO;

• Provide senior management with improved situational awareness, information analysis and decision-making support;

• In consultation with Parliamentary Precinct and lead security agency partners, assist in coordinating the government response to security incidents;

One of the main goals of the CMC is to build a resilient PCO/PMO family where all staff, managers and senior executives are prepared for any type of emergency, whether at home or at work. This involves the development of governance structures, procedures and plans for response, notifications, capacity building, training and awareness, among others.

Intent of the process

Job offers resulting from this inventory will be for either PERMANENT, SPECIFIED PERIOD (TERM) or CASUAL EMPLOYMENT.

EXPERIENCE

Experience in the use of Microsoft software (Outlook, Word and Excel);

Experience in liaising with clients during stressful situations;

Experience analyzing information and coordinating response efforts to crisis situations such as fire, bomb threat, workplace violence, demonstrations/occupations, strikes/labour disputes, sudden illness/injury, intruder/trespassers, natural and other disasters;

Experience preparing reports and/or emails.

EDUCATION

Post-secondary education in one of the following programs: Emergency Management; Security Management or Police Sciences

Degree equivalency

EXPERIENCE

Experience in the operation of a Closed-circuit television (CCTV) system, radio dispatch or and access control systems;

Experience in using and operate a security console operation system;

Experience in security guard force operations.

Conditions of employment

Top Secret security clearance

Possession of a valid Driver's License, Class G or 5 or equivalent.

Ability to lift items weighing up to 25 kilograms.

Ability to work rotational shifts of 12 hours/day, including nights, weekends and designated holidays.

Ability to patrol on foot up to 5km per day the perimeter and interior of the buildings even in inclement weather.
