Spectrum Management Officer-in-Training
This is an entry-level position. As part of the Spectrum Management Officer Recruitment and Professional Development Program (SMORPDP), through formal and on-the-job training, recruits will advance from an EL-01 (entry-level) classification to an EL-05 (working level) classification, which is normally achieved in 2 to 3 years. The current salary range for the EL-01 entrance level is $35,273 - $51,401. The current salary range for the working EL-05 level is $66,605 - $81,666. The EL-01 to EL-05 rates of pay are subject to yearly negotiated contractual adjustments.
Undertakes both formal and on-the-job training exercises as part of the Spectrum Management Officer Recruitment and Professional Development Program.
Evaluates proposals and recommends whether to issue or deny authorization for simple radiocommunication systems.
Participates in assigned aspects of investigations and inspections to ensure the quality of the radiocommunication spectrum.
Collaborates with third parties to deliver programs such as certification of radio operators.
The intent of this anticipatory process is to staff one (1) Bilingual Imperative (BBC/BBC) position in Ottawa, Ontario on a permanent basis. A pool of qualified candidates will be established and may be used to staff similar permanent positions in Ottawa with various language requirements (i.e. Bilingual Imperative (BBC/BBC) or English Essential) within Innovation, Science and Economic Development Canada.

EDUCATION:
Secondary school diploma and an Electronics Engineering Technology diploma/certificate or an acceptable combination of education, training and/or experience in the field of radiocommunication;
Students who are currently registered in an Electronics Engineering Technology diploma/certificate program with an expected graduation by Spring/Summer 2018 or earlier will be considered and if found qualified, may be offered a position upon completion of the educational program.
Education:
University Degree in electronics or electrical engineering;
Knowledge:
Knowledge of the theories of spectrum management;
Knowledge of telecommunications networks and switching;
Knowledge and understanding of the Broadcasting Act, the Radiocommunication Act and Regulations, and other legislation directly or indirectly related to radio spectrum management.
Bilingual - Imperative (BBC/BBC)
Information on language requirements
Knowledge:
Knowledge of the theories of electronics and their current applications to modern Radiocommunications;
Knowledge of the Radiocommunication Act and regulations applicable to spectrum management;
Knowledge of antennas, transmission lines and electromagnetic wave propagation;
Knowledge of the basic concepts of general office computer software (e-mail, wordprocessing, Internet, spreadsheets and database systems).

OPERATIONAL REQUIREMENTS:
Upon hiring, may be required to obtain a Restricted Radio Operator Certificate and a Radio Amateur Certificate.
Availability to work overtime (including call back) as indicated in the collective agreement.
Availability to travel, which at times may be on short notice, for periods of up to 3 consecutive weeks.
Secret security clearance - Must be able to obtain (prior to appointment) and maintain a Secret security clearance classification.
Must possess a valid driver’s licence issued by a province/territory of Canada.

WRITTEN EXAMS: Testing will be held at the nearest Innovation, Science and Economic Development Canada Spectrum Management District Office.
INTERVIEWS: Interviews will be held in Sault Ste. Marie, Ontario, or in Ottawa. Interviews may also be offered to be assessed from the nearest Innovation, Science and Economic Development Canada Spectrum Management District Office. CANDIDATES WILL BE REQUIRED TO PAY THEIR OWN TRAVEL.
RELOCATION: Qualified candidates, if offered a position, may be offered financial support for their relocation as required.
