STREAM 2: TEAM LEADER – SUMMARY JOB DESCRIPTION

Supervising and leading teams engaged in the provision of strategic IT Business Line Support Services (BLS) in support of effective IT enabled business solutions to deliver on the Department’s operational mandate. ESDC's IT BLS Team Leader includes the disciplines of IT business analysis and IT project management.

IITB’s Hub locations outside of the NCR are located in: St-John’s, Dartmouth, Charlottetown, Bathurst, Fredericton, Miramichi, Moncton, Saint John, Boucherville, Jonquière, Laval, Montréal, Québec, Shawinigan, Belleville, Chatham, Cornwall, London, Toronto, Mississauga, Windsor, Vaughan, Winnipeg, Regina, Edmonton, Calgary and Vancouver.

Intent of the process

STREAM ROLES WITHIN ESDC-IITB

Employment and Social Development Canada’s Information, Innovation and Technology Branch (ESDC-IITB) is staffing our Business Line Support (BLS) organization. Information Technology Business Line Support (IT BLS) is responsible for managing the provision of strategic IT business line support services that help deliver effective IT enabled business solutions and thus deliver on the Department’s operational mandate. ESDC’s IT BLS includes the disciplines of:
- IT business relationship management;
- IT business analysis;
- IT project management.

Anticipatory Staffing - A partially assessed pool will be established from this process to fill Information Technology Business Line Support (IT BLS) positions within the Information, Innovation and Technology Chief Information Officer Branch (IITB-CIO).

Position security clearance and duration could vary depending on the position.

Asset education and asset experience information will only be sought and evaluated at subsequent steps of the evaluation process.

Candidates who are placed into the partially assessed pool will be provided with “next steps” information about specific positions and additional evaluation requirements. Only candidates that screen into the partially assessed pool will be contacted.

Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed.

You must be prepared to provide the original or a certified true copy of your educational credentials.

Notes:
1. Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.
2. It is the recognized educational institution (e.g. community college, CÉGEP or university) that determines if the courses taken by a candidate correspond to two years of a post-secondary program at the institution.
3. At the manager's discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum post-secondary education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.

1. Extensive experience*** collaborating with IM/IT specialists for the conception, planning, design, implementation and/or delivery of IM/IT solutions, initiatives, and/or services.
2. Significant experience* in analyzing and elaborating options, recommendations and briefing materials related to IM/IT for management and/or clients.
3. Recent experience** in contributing in the delivery of at least two (2) IM/IT projects using defined methodologies and best practices.

DEFINITIONS:
*SIGNIFICANT EXPERIENCE is defined as depth and breadth of experience normally associated with the performance of those duties for a period of approximately three (3) years.
**RECENT EXPERIENCE is defined as experience acquired within the last five (5) years.
***EXTENSIVE EXPERIENCE refers to a depth of experience in the IM/IT field that would normally be acquired over a period of four (4) or more years, within the last eight (8) years.
