What will you do?
The Senior Director, Complex Real Estate Transaction is accountable to provide the strategic and operational leadership for the management and delivery of specialized real estate services and complex transactions. This position plays a critical role in the effective management of PSPC's National Capital Area real property portfolio, allowing PSPC, and the Government of Canada, to meet its objectives.

The Director, Advisory and Practices (Professional Services – Architecture & Engineering) provides the leadership of a National Centre of Expertise to support the Real Property Services Branch in its Service Management and Service Delivery role through developing the tools and business processes to deliver on the Branch’s portfolio management strategies and to manage and deliver on mandated and optional services, specifically with respect to achieving optimal quality and design excellence for the built environment, in the areas of architecture, all engineering areas of expertise, heritage conservation, urban design, and landscape architecture. The position also provides operational project delivery support for the NCA in all the areas of expertise noted.

Intent of the process

The immediate intent of the process is to fill the following positions:
1. Senior Director, Complex Real Estate Transaction
2. Director, Advisory and Practices (Professional Services – Architecture & Engineering)

A pool of qualified candidates may be established through this process to staff various EX-02 positions within Public Services and Procurement Canada (PSPC) across Canada. These positions may be of different tenures.

EDUCATION:

Graduation with a degree* from a recognized post-secondary institution**.

*Degree: Unless it is otherwise specified (e.g., Master's degree), the term "degree" refers to a baccalaureate as established by educational authorities.

**Recognized post-secondary institution: Public or private institution that has been given authority to grant degrees, diplomas, and other credentials by a public or private act of a provincial/territorial legislature or through a government-mandated quality assurance mechanism. For greater certainty, also included are institutions authorized to grant specific academic credentials for specific academic programs. It is the candidate's responsibility to demonstrate that the degree/program held has been approved by a "recognized" Canadian university. Failure to do so will result in the rejection of your application.

Degree equivalency

EXPERIENCE:

E1. Significant (1) experience in the planning, development and implementation of real property programs or projects.

E2. Experience in establishing and maintaining partnerships with clients or stakeholders.

E3. Experience in providing advice and briefings to senior management (Director General and above, or equivalent executive in the private sector).

E4. Significant (1) experience in managing human (2) and financial (3) resources.

E5. Significant (1) experience in providing leadership and technical, legal or financial advice in a multi-disciplinary team environment on real property projects and strategic initiatives.

Definitions:
(1) "Significant" is understood to mean the depth and breadth of experience normally associated with having performed a broad range of related activities for a period of three (3) years or more.

(2) Managing Human Resources is defined as: assigning work, establishing performance objectives and indicators, performance management evaluation, developing resourcing plans, determining needs and approving training, etc. Applicants must clearly demonstrate that they have managed Human resources, provide metrics and indicate the number of staff they supervised.

(3) Financial Management: Applicants must demonstrate evidence of managing and being accountable for a budget. This experience is defined as having full delegation for a budget, forecasting, planning, budget allocation, reporting, etc. Applicants must also indicate the size of the budget they managed.

AEd1. Graduation with a degree* from a recognized post-secondary institution** in Architecture or Engineering.

AEd2. Professional designation from a recognized Canadian association in engineering or architecture. (Please note that professional fees will not be absorbed by the Department.)

EXPERIENCE:

EA1. Experience in developing tender documentation.
EA2. Experience managing litigation or contractual disputes related to real estate field.
EA3. Experience in setting up leases or purchase agreements.
EA4. Experience in consultation with Aboriginal communities.
AE5. Experience in managing the front end planning activities of major projects, such as the development of Investment Analysis Reports, Business Cases and approval of project documents.
AE6. Experience in project management, design management and contracting processes related to real property projects and/or functional direction initiatives.
AE7. Experience in providing national functional direction (1) in the areas of architecture and engineering.
AE8. Significant (2) experience in negotiating and managing complex (3) real property transactions (acquisition or disposal or complex rental of real estate).
AE9. Experience in engaging central agencies, in areas such policy development, development of new programs, Treasury Board submissions, or innovation at the GC level.
AE10. Significant (2) experience in non-residential real property acquisitions, disposals or leases.

Definitions:

(1) A functional manager is a person who has management authority over an organizational unit—such as a department, directorate, etc.—within a business, company, or other organization. Functional managers have ongoing responsibilities related to development of policies, standards, best practices, etc., development of tools for delivery of services, as well as learning and training tools/package development, and the provision of advice and guidance to delivery arms of the organization. They are responsible to also ensure best practices and lessons learned are applied as part of a continuous improvement cycle. They are not usually directly affiliated with project teams, other than ensuring that goals and objectives align with the organization's overall strategy and vision.

(2) "Significant" is understood to mean the depth and breadth of experience normally associated with having performed a broad range of related activities for a period of three (3) years or more.

(3) Complex is defined as having at least three (3) of the following characteristics: multidimensional, sensitive, confidential, affecting many partners or stakeholders, precedent setting or having a major impact on the organization.
