Duties

The Senior Project Manager (SPM) manages the planning, design, construction, fit out and project closeout of real property projects including Chancery, Official Residences and Staff Quarters facilities for Global Affairs Canada around the world. The SPM may personally manage individual major projects as well as direct Project Management teams delivering other projects.

Work environment

The Project Delivery, Professional and Technical Services Bureau of Global Affairs Canada provides strategic and technical advice and management in the areas of Project Management, Architecture, Engineering, Interior Design and Security for the department’s international real property projects.

Intent of the process

A pool of partially qualified candidates may be established and may be used to staff identical or similar positions within Global Affairs Canada. Tenures and official language requirements and profiles may vary according to the positions being staffed.

EDUCATION:
Graduation with a professional degree in architecture from a recognized post-secondary institution AND eligibility for certification as a professional architect in Canada..

OR

Existing certification/licence as a professional architect in Canada

Degree equivalency

EXPERIENCE:
Significant* experience in managing the planning, design and construction and fit out of real property facilities.

* Significant Experience means performing the following functions as a regular part of your major job duties for a period of at least six (6) cumulative years in the past ten (10) years at the management level. You must have experience in each of the functional areas.

•Defining Client Requirements (examples could include project brief development or functional programming, feasibility studies, development of project charters);
•Managing Design Development (examples could include detailed design, budget and schedule planning, negotiations with regulatory authorities)
•Developing and managing Contract Documents development (examples could include working drawings, specifications, estimating project cost and time, contract development, tender process and bid evaluation)
•Establishing, implementing and administering Design and Construction contracts (examples could include RFPs, quality control, progress payments, change orders, site supervision, commissioning inspections, claims management)
•Directly managing multi-disciplinary project teams including consultants and constructors
• Projects exceeding $5M construction value or rated a minimum of 2 on the Project Complexity and Risk Assessment (PCRA) scale. •New construction projects and renovations to existing facilities
•Providing strategic advice and recommendations to clients or senior management on real property projects.
•Managing multi-disciplinary project teams of architectural/engineering consultants and Constructors
•Managing varied procurement processes related to project delivery

ASSET QUALIFICATIONS:
Asset qualifications are not essential. However, they may be assessed at any stage of the process and may be a deciding factor in choosing the person to be appointed. Therefore, please ensure to indicate if you meet the asset qualifications (education and experience).

CERTIFICATION:
Certification in project management.

EXPERIENCE:

Experience in delivery of building projects outside of Canada;

Experience in the delivery of projects with significant physical security requirements;

Experience in alternative forms of project delivery (Construction Management, Design-Build, Design-Bid-Build, Public Private Partnerships);

Experience in development of project documentation such as Treasury Board Submissions, Requests for Proposals, Requests for Quotations, Procurement Plans;

Experience in re-fit or rehabilitation of office buildings.

OTHER LANGUAGES
Ability to communicate in languages other than English or French (Please indicate which languages and the level of proficiency)

THE PORTFOLIO
Candidates who meet the Essential Experience and Education requirements will be required to provide a Portfolio of real property design and construction project management achievements on projects they have managed within the last ten (10) years. Candidates will be notified if the Portfolio is required.

The Portfolio is a means to assess Candidate's competencies related to the reported achievements, and ability to communicate in writing through self-reported examples of past performance. It provides a format for candidates to describe situations and experiences which demonstrate competencies associated with the essential and asset qualifications.

INTERVIEW
Following the assessment of the Portfolio, Candidates who have adequately demonstrated their competencies and ability to communicate in writing requirements will be invited to an interview. The interview will provide the Assessors the opportunity to further assess the competencies, knowledge, and abilities of the Candidate. Interviews will be conducted in the National Capital Region or by teleconference/videoconference as appropriate.

REFERENCES
In the Portfolio, the Candidates will be required to provide references who can verify the accuracy of the information provided for each situation described in the Portfolio. Failure to provide such references will result in the disqualification of the Candidate from further consideration. These references will not be contacted without first advising and seeking permission from the Candidate. References will be contacted at that time and if the Portfolio experience cannot be verified the Candidate may be disqualified from further consideration.

PROOF OF EDUCATIONAL CREDENTIALS
Candidates will be required to provide original proof of educational credentials (i.e. original degree or original transcript that denotes graduation date and degree). Candidates with foreign educational credentials are required to provide proof of Canadian equivalency. Candidates may consult The Canadian Information Centre for International Credentials at http://www.cicic.ca for further information. Should candidates be unable to provide proof that they meet this essential qualification as requested, they will be eliminated from this process.
