Conflict of Interest: All Public Services Procurement Canada (PSPC) employees are responsible for taking all possible steps to recognize, prevent, report and resolve any real, apparent or potential conflict of interest between their official responsibilities and any of their private affairs.
1- Public Servants(1) must adhere and respect the Values and Ethics Code for the Public Sector;
2- Public Servants of the Core Public Administration(2) must adhere and respect the Policy on Conflict of Interest and Post-Employment;
3- Public Servants are subject to an Oath of office wherein they promise not to disclose, without due authority, any matter that comes to their knowledge by reason of employment;
4- PSPC employees must adhere and respect the PSPC Code of Conduct.
In all case of remunerated outside employment, employees must send a Conflict of Interest and Post-Employment Declaration Form to the proper authority and wait for a written response before starting the remunerated outside employment. For someone who is about to be appointed in the Public Service, he/she must report the situation and receive an answer prior to starting his/her position.
Post-Employment: Some position are identified at risk of post-employment conflict of interest situations, and these are subject to a one-year limitation period after leaving office. This is commonly known as a ‘’cool down’’ period. During this time, former employees are to report to the designated official all firm offers of employment or proposed activity outside the public service that could place them in a conflict of interest situation, and in certain situations, wait for written authorization before accepting them.

The Defence and Marine Procurement Branch delivers the Government of Canada’s defence, marine, and related procurement function to support the program requirements of its principal clients, specifically the Department of National Defence (DND) and the Canadian Coast Guard (CCG), and other clients as required.
The Assistant Deputy Minister’s role is instrumental in supporting Canada’s military and coast guard operations through the management of major air, land and marine procurement projects, associated sustainment services, and aerospace equipment, systems and support services. The projects involved are typically multi-year projects of significant complexity, risk, and public interest and, considering their scope and magnitude, are expected to draw international attention, and continue to be subject to intense internal and external scrutiny.
This selection process will be used to staff the above-mentioned position.

EDUCATION:
Graduation with a bachelor’s degree or a master’s degree from a recognized post-secondary institution*.
*Recognized post-secondary institution: A public or private institution that has been given authority to grant degrees, diplomas, and other credentials by a public or private act of a provincial/territorial legislature or through a government-mandated quality assurance mechanism. For greater certainty, also included are institutions authorized to grant specific academic credentials for specific academic
programs.
EXPERIENCE:
EX1: Significant(1) experience in leading and managing large and complex(2) programs, projects or services involving procurement related activities.
EX2: Significant(1) experience in collaborating and maintaining partnerships, and negotiating with key players.
EX3: Significant(1) experience in providing strategic advice and recommendations to Ministers, Deputy Ministers, Associate Deputy Ministers, Presidents or C-Suite management level(3).
EX4: Experience in managing significant(1) financial(4) and complex human resources(5) matters.
Definitions:
(1) Significant experience is understood to mean the depth and breadth of the experience normally associated with having performed a broad range of various, complex related activities which are normally acquired over a period of two (2) years; and the performance of those duties within the last five (5) years.
(2) Complex is defined as multi-dimensional, involving many major stakeholders with competing requirements and having a high cumulative dollar value with inherent risks, sensitivities and impacts requiring a holistic approach to decision making.
(3) C-level, also called the C-suite, is an adjective used to describe high-ranking
executive titles within an organization. C, in this context, stands for chief. Officers who hold C-level positions are typically considered the most powerful and influential members of an organization; consequently, they make higher-stakes decisions, their workload is more demanding, and they have relatively high salaries.
(4) Financial Management: Financial resources management is defined as experience in managing with demonstrated stewardship a significant complement of financial resources. Applicants must show evidence of managing and being accountable for a budget, as well as indicate the size of the budget they managed.
(5) Human Resources Management: Complex human resources management is defined as experience in managing human resources through subordinate management teams with demonstrated stewardship of a significant complement of human resources. Applicants must clearly demonstrate their experience in this area with supporting examples, as well as indicate the number of staff they supervised.
EXPERIENCE:
AEX1: Experience in the management and delivery of large-scale* procurement activities.
AEX2: Experience in assessing legal advice and determining its potential impact and risks on the program and activities.
*Large Scale: $500M.
KNOWLEDGE:
Knowledge of the Defence and Marine sectors.

Top Secret security clearance
A top-down approach may be undertaken at any point during the process. At the screening stage, applicants who meet the essential experience criteria may be ranked according to the depth and breadth of experience they possess. Only the top ranking candidates may be invited to the assessment phase of the process. Asset criteria may also be applied at the screening stage.
A cut-off score may also be used at any stage of assessment.
Various assessment tools may be used in this selection process, such as interview, written examination, standardized assessment, reference checks. Details regarding the assessment approach will be communicated to candidates who are screened into the selection process.
