Duties

Deputy Superintendent, Regional Operations Centre :
Support the Superintendent, Regional Operations Centre, in the management of the Canadian Coast Guard (CCG) Regional Operations Centre (ROC) staff and tasks including planning and coordination of the tactical deployment, tracking and usage of all regional fleet resources (e.g. vessels, Air Cushion Vehicles (ACVs), aircraft, vehicles, equipment), for senior departmental management and external clients, to facilitate the delivery of Coast Guard, Science, Fisheries Conservation and Protection, Royal Canadian Mounted Police (RCMP) and OGD (other government departments) programs.

ESSENTIAL QUALIFICATIONS
EDUCATION
EDU: Successful completion of secondary school or higher or an acceptable combination of education, training and experience related to the position

Degree equivalency

EXPERIENCE
EXP1: Approximately 2 years’ of significant* experience in operations centre**, ports, marine industry, or marine service delivery.
EXP2: Experience supervising employees in an operational environment.
EXP3: Experience in providing recommendations to Senior Management on operational matters both orally and in writing (Senior Management is defined as Director level, Captains, Commanding Officers or above)
EXP4: Experience working within in a multi-disciplinary team, project team, or committee

* Significant refers to the breadth and depth of experience and is defined as a combination of time spent doing the activity, as well as type (range, scope, and complexity) of work handled related to the experience criteria.

AEDU: A degree from a recognized university in a field relevant to the position

Degree equivalency

OCCUPATIONAL CERTIFICATION
AOC1:Transport Canada or CCG certificate of competency (Navigation, Engineering or Logistics) or Department of National Defence marine certificate (ie. Upper Deck Watchkeeping, Bridge Watchkeeping, Marine Engineer, etc.);

AOC2: CCG Pollution Response Officer Qualification;

AOC3: MCTS Certificate

AOC4: Search & Rescue Coordinator certificate

EXPERIENCE
AEXP1: Experience in ship or helicopter operations

AEXP2: Experience in DFO/CCG program delivery

AEXP3: Experience in researching / analyzing vessel activity and preparing related reports

AEXP4: Experience in a CCG Regional Operational Centre (ROC)

AEXP5: Experience in an Operations Centre such as, Joint Rescue Coordination Centre (JRCC), Marine Communications and Traffic Services (MCTS), Marine Security Operations Centre (MSOC), Emergency Operations Center, Incident Command Post

AEXP6: Experience in managing an operations center.

AEXP7: Experience in a table top or field exercise with other government departments, partners or stakeholders

AEP8: Experience establishing horizontal relationships with international and domestic partners on emergency and event management

AEXP9: Experience in human resources and/or financial management

OPERATIONAL REQUIREMENTS
Willingness and ability to work overtime and on short notice
Willingness to work outside of normal working hours and on short notice
Willingness and availability to travel
