- ASSESSMENT VIA A TRACK RECORD

A track record is an assessment instrument that asks you to describe your work-related accomplishments in terms of observable behaviours exhibited on the job. The instrument consists of a structured template for you to record descriptions of situations where you demonstrated behaviours associated with each qualification.
Candidates must clearly demonstrate how they meet each of the essential education and experience as well as core and functional competencies. For each qualification, you will be asked to provide one or more examples from your own experience that you feel demonstrates your proficiency in each qualification. Your example(s) must also reflect your typical work performance that you demonstrate on an ongoing or regular basis.

Candidates must provide sufficient details in their track record to demonstrate:

1) That they possess the essential qualification (e.g. possess the experience or meet the competency);

AND,

2) That the quality of their work demonstrates sufficient mastery of that essential qualification to suggest readiness for the position to be staffed.

Each essential qualification will be assessed taking into consideration the candidates’ track record (self-evaluation) and references provided for validation.

The Board Members may contact your supervisor or clients to obtain the necessary information to validate your examples.

Candidates may be eliminated at any point during the selection process if they fail to demonstrate any of the essential criteria through their behaviour, for example, through: communication with Human Resources, selection interview, etc.

Candidates selected for a potential opportunity could be further assessed according to the position requirements.

NOTE: The section below entitled "Other information" has Questions and Answers which could be useful to candidates.

Duties

(Key activities are reflective of general responsibilities. Not all activities are performed by all positions on a continuous basis.)

• Analyzes and evaluates data for consistency, reliability and appropriateness.
• Compiles data from diverse sources to produce statistical outputs.
• Coordinates and organizes the implementation, production and maintenance of manual and automated operations for the collection, coding and processing of data.
• Participates on data production and dissemination teams.
• Provides input to training material and assists in the delivery.

Intent of the process

This is a generic process, candidates are always partially qualified until appointed determinately.
The intent of this process is to staff determinate positions at this time. However a pool of qualified candidates will be established and may be used to staff similar positions across Statistics Canada with various tenures, various security requirements and various linguistic requirements.

EDUCATION:

Successful completion of two years of a post-secondary program with acceptable specialization in social science*, statistics, library/archival work** or a law-related field.

* Social science" includes: economics, political science, sociology, anthropology, demography/population studies, history, psychology, geography, criminology, and other disciplines associated with social science such as (not limited to) finance, accounting, commerce, business administration, agriculture, environment sciences, data science/data analytics, education, epidemiology or health.

**Library/archival work" includes gallery and museum type functions.

OR

An acceptable combination*** of education, training and/or experience.

*** Acceptable combination:

-Successful completion of 1 year post-secondary education and statistical related work experience normally acquired over 1 year (full-time); or
-Successful completion of high school (or PSC General Intelligence Test-320) and statistical related work experience normally acquired over 2 years (full-time).

Candidates with foreign educational credentials are required to provide proof of Canadian equivalency

(*) Recent experience is defined as duties performed within the last four (4) years in a work or academic environment.

QUESTIONS AND ANSWERS CONCERNING THE TRACK RECORD

Q1. What are some guidelines that could help me prepare my track record?

• Ensure your response addresses the qualification being assessed.
• Provide concrete, specific examples of behaviours that illustrate the required qualification.
• Choose examples with sufficient complexity, impact, and degree of difficulty to allow you to illustrate the extent to which you demonstrated the qualification.
• Focus on what you did, and make clear what your role was, apart from others. Avoid phrases such as “we decided to”, “we organized a…”. When discussing what others did, do so only as part of the context in which you took action. For example, “I organized a…”.
• Describe the example in the past tense. This will ensure that you are providing concrete examples, rather than general statements.
• Do not use acronyms, as assessors may not be familiar with them.
• Please be sure to provide clear examples with approximately 2-3 paragraphs
• Use action verbs.
• You are invited to complete the track record in the official language of your choice.

Q2. Can my supervisor or manager or any other members of management help me complete my track record?

- No, supervisors and managers will not assist employees with the completion of their track record, as such help might be perceived as favoritism and fraud.

Q3. I do not express myself as well in writing as other employees. Will I be disadvantaged?

- The ability to communicate in writing will be assessed with the track record. Although track records can be written in point form, the ability to clearly and concisely describe your experiences will be assessed.

Q4. Can employees use the same example for more than one qualification?

- Yes, as long as the example provided answers the questions and illustrates the qualifications evaluated.


Q5 Who do I identify as references?

- You must provide the name of the supervisor or manager that can validate your examples. If they are unable to validate the example, they should have access to someone in that work environment that can validate it on their behalf.

Q6. How will the evaluation and rating work? Will there be a passing mark for each qualification or will it be an overall score?

- A PASS/FAIL will be assigned for each of the essential qualifications.
