Intent of the process

Anticipatory process.

A qualified group of candidates may be identified and may be used to staff future vacancies (including similar positions, on a term, indeterminate, or acting basis, at full or part time hours). The intent of this process is to establish EC-04 and EC-05 pools of qualified candidates in each of the stated geographic locations: Surrey, Langley, Williams Lake, Kelowna, or Whitehorse. You must therefore clearly identify which location(s) you are applying to. Each pool is intended to be inclusive of Public Service (PS) employees and Civilian Members (CM)

Once established, the qualified pool will be valid for a period of one year and may be extended.

EDUCATION:

ALL STREAMS

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.*

Candidate must clearly demonstrate in their application how they meet the Education qualification.

Notes:

Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

*Proof of education in the form of official transcripts will be required.

EXPERIENCE (Required for all streams/positions)

E1. Experience conducting research, analyzing, and writing reports to provide guidance or recommendations to decision makers.

E2. Experience developing or applying analytical techniques or qualitative/quantitative methodology within a research project.

E3. Experience in preparing and presenting material (such as reports, presentations and project findings) to decision-makers

E4. Significant* experience establishing and maintaining working relationships with internal or external partners/stakeholders.

EXPERIENCE Stream 2 (All of the above experience plus the following experience is required for EC-05 positions)

E5. Significant* and recent** experience in intelligence analysis (crime, tactical, operational, strategic) including researching, collecting, evaluating and analyzing information to provide recommendations for decision makers.

E6. Significant experience establishing and maintaining partnerships with one or more of the following: domestic or international law enforcement or intelligence agencies; government agency/departments; academic communities; private sector.

* “Significant” is defined as the depth and breadth of experience that would normally have been gained performing the duties for a period of at least two years.

** “Recent” is defined as experience gained within the last 5 years.

Master’s degree from a recognized post-secondary institution.
Successful completion of the Tactical Intelligence Analysis Course (TIAC)
Successful completion of the Strategic Intelligence Analysis Course (SIAC)

AE1: Experience with analytical tools, databases and/or mapping software (e.g. i2, iBase, Access, ArcGIS)

Conditions of employment

- RCMP Top Secret clearance
- Be in possession of a valid driver’s licence.
- Willingness and ability to work overtime as and when required and on short notice.

- Willingness and ability to work in a busy police environment, including exposure to unsettling and/or graphic material.
- Willingness and ability to participate in the Intelligence Analyst Understudy Training Program.

The cost to attend the assessment will be the candidate's responsibility. Candidates from outside the federal public service will be required to pay for their own travel (including travel for assessment purposes), and may be required to pay for their own relocation expenses.
