Work environment

A Telecommunication Operator is responsible for responding to both Police and Emergency 911 calls for service while dispatching RCMP and other emergency responders to incidents in their respective province. This requires a level of multi-tasking simultaneously on a computer with multiple screens/programs while responding to calls on a radio/phone of which some may be highly stressful "life or death" situations. Telecommunications Operators are often exposed to emotionally charged clients and incidents which may be traumatic, violent and disturbing. Telecommunication Operators work shift work (24 hours a day, 7 days a week and 365 days a year).

Intent of the process

Anticipatory. A qualified group of candidates may be identified and may be used to staff future vacancies (including similar positions, on a casual, term, or indeterminate basis, at full or part time hours) in the RCMP across Canada.

Once established, the qualified pool will be valid for a period of one year and may be extended.

Should a CM be found qualified and selected for appointment, the appointment will not result in a change of status to another category for the member. Notification regarding the CM appointment will be sent to all applicable candidates who are within the area of selection and participated in the advertised process.

Candidates who are qualified at the TCO-01 level and who are selected for the Telecommunications Operator Training Program* will be appointed to a determinate (term) appointment at the TCO-01 group and level.

* The Training Program is comprised of in-class training followed by field coaching. The duration of the training program varies according to the location of the position.

Only the TCO-01 Trainees who successfully complete the training program* will be placed in a pool of qualified TCO-02 which may be used to appoint determinately (term) or indeterminately (permanent) at the TCO-02 group and level. The salary range for PO-TCO-02/LES-TO-02 is from $55,442 to $64,864 per annum.

*“These qualifications will be assessed using the software, CritiCall. Each qualification is directly linked to a test module in CritiCall and applicants must meet the established pass-mark of each test module to continue in the selection process. Practical and/or standardized tests may be administered for screening and/or assessment purposes.

Candidates will be required to provide supervisory references. Candidates who are unable to provide the requested references may be found not qualified should the selection board determine that they are unable to complete its assessment of the candidate.

Random selection may be used to identify which applicants will be assessed or appointed in this appointment process.

A cut-off score may be used and top-down approach may be used at any step if there are sufficient numbers of candidates to meet immediate and anticipated staffing needs.

Test sessions will ONLY take place in cities where the Operational Communications Centres (OCC) have available resources to assist (St. John’s (NFLD), Truro (NS), Fredericton (NB), Charlottetown (PE), Westmount (QC), Ottawa (ON), Regina (SK), Edmonton (AB), Red Deer (AB), Kelowna (BC), Surrey (BC), Prince George (BC), Victoria (BC), Iqaluit (NU), YellowKnife (NT), Whitehorse (YT)).

Candidates from outside the federal public service will be required to pay for their own travel expenses.

Please be advised that successful candidates who have accepted a term offer as a result of this process will not be considered for another term position in any other locations until they inform us of their availability one (1) month before the end of their term appointment. They will, however, be considered for an indeterminate appointment at their preferred work location(s) as identified on their application.

Candidates who have accepted an indeterminate offer as a result of this process will be removed from the qualified pool for future consideration.

Successful candidates will have to obtain, as a minimum, an RCMP Enhanced Reliability Status prior to appointment and throughout the tenure of their employment. In some cases/positions, a Secret Security Clearance may also be required. The process to obtain RCMP security clearance involves a security/reliability interview and a field investigation regarding matters of criminal activity which includes reference checks, verification of credit/financial status, education, employment, etc. As such, the process may take several weeks or months to complete.

For positions in an Isolated Post, in the event you are appointed, you will enter into a written agreement (pre-posting agreement) identifying geographic provisions for deployment following completion of your posting. The successful applicant may be eligible for the Isolated Post Allowance and related benefits.

Inuit enrolled under the Nunavut Agreement (e.g. Beneficiaries of the Nunavut Land Claims Agreement) who are found qualified in this staffing process will be appointed ahead of other qualified applicants for positions located in Nuvanut.
Applicants will be considered in the following order:
(1) Inuit enrolled under the Nunavut Agreement (e.g. Beneficiaries of the Nunavut Land Claims Agreement);
(2) If there are no qualified Inuit enrolled under the Nunavut Agreement, all other applicants will be considered for these positions.
