THE POSITION TO STAFF ARE LOCATED IN THE CORPORATE SECRETARIAT SECTOR IN GATINEAU. However, the process could be used to staff positions within the Public Service.

EDUCATION:

A secondary school diploma or employer-approved alternatives.

The employer-approved alternatives to a secondary school diploma are:

• A satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; or
• An acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCES:

Experience working in the administration, interpretation and application of the Access to Information Act (ATIA) or the Privacy Act (PA), or the Freedom of Information Act (FOIA) or the Personal Information Protection and Electronic Documents Act (PIPEDA) including any associated regulations or policies.

Experience in analysing and researching sensitive and complex requests pursuant to ATIA or PA or FOIA or PIPEDA.

Experience providing advice and recommendations to officials* on policy and procedural issues relating to the ATIA or PA or the FOIA or the PIPEDA.

Experience in the interpretation and application of ATIP or FOIA or PIPEDA policy instruments, or in the development of ATIP or FOIA or PIPEDA policies or procedures.

Experience as a team leader or mentor/coach for Access to Information and Privacy (ATIP) or FOIA or PIPEDA analysts.

*Official is defined as Directors (or equivalent) or above.

If you possess any of the following, your application must also clearly explain how you meet it (other qualifications)

ASSET QUALIFCIATIONS:

Degree from a recognized post-secondary institution (a baccalaureate or higher level degree)

Completion of a certification in access to/freedom of information or privacy.

Experience in developing and delivering presentations, information sessions or training sessions to a variety of audiences on ATIP,FOI or Privacy legislation, regulations and related government policies/directives.

Experience reviewing or developing Privacy Impact Assessments (PIAs) and Memoranda of Understanding (MOUs) with other institutions related to the sharing of personal information.

Experience in the use and administration of case management software or file management software.

Knowledge of the Access to Information and Privacy Acts including related regulations.

Knowledge of the Treasury Board policies and directives related to Access to Information and Privacy.

ABILITIES:

Ability to work under pressure and meet deadlines.

Ability to analyse and make recommendation on complex** request to management.

Ability to supervise and manage a team.

Ability to communicate effectively orally.

Ability to communicate effectively in writing.*

** Complex is defined as for example, as analysis of multiple exemptions including mandatory or discretionary exemptions with multiple stakeholders.
