Duties

The Canada Education Savings Program (CESP) encourages families to save for their children’s post-secondary education in Registered Education Savings Plans (RESPs). The program provides savings incentives, which are delivered through partnerships with over 90 RESP providers (financial institutions, investment firms and scholarship plan dealers) across Canada. The CESP also administers the federal incentives paid into Registered Disability Savings Plans. The Compliance section of the CESP is seeking Compliance Officers at the PM-04 level who are willing and able to travel 8-10 weeks per year within Canada to conduct compliance reviews of these RESP and RDSP providers’ processes and business practices, to ensure the proper administration of the program’s incentives.

Intent of the process

The purpose of this process is to staff positions within the Learning Branch. A partially assessed pool of qualified candidates may be established and could also be used to staff similar positions of various tenures within Employment and Social Development Canada.

Experience conducting compliance audits, evaluations or reviews.

Experience providing information and advice to clients.

Experience consulting and negotiating with internal or external stakeholders and with different levels of authority, including senior management.**

Experience in developing, editing, and formatting documents using Microsoft Word.

Experience analyzing data, sorting, filtering and applying formulas with large spreadsheets in Microsoft Excel

** Senior management – the senior staff of an organization or business, including the heads of various divisions or departments led by the chief executive (also known as top management).

EDUCATION

A degree from a recognized post-secondary institution in a field of study relevant to the position. (For example: Business Administration, Commerce, and Public Administration).

A specialized certificate such as Certified Internal Auditor, Certification in Control Self-Assessment or Certified Government Auditing Professional.

Degree equivalency

EXPERIENCE

Experience interpreting and applying regulations or legislations.

Experience developing and implementing operational procedures.
