The National Energy Board (NEB) is an independent federal regulator of several parts of Canada’s energy industry. It regulates pipelines, energy development and trade in the public interest with safety as its primary concern. The Minister of Natural Resources is responsible for this organization. The NEB was established by Parliament to regulate, among other things, the construction, operation and abandonment of pipelines that cross provincial or international borders, international power lines and designated interprovincial power lines, imports of natural gas and exports of crude oil, natural gas liquids, natural gas, refined petroleum products, and electricity, and oil and gas exploration and production activities in certain areas. The NEB is also charged with providing timely, accurate and objective information and advice on energy matters. Headquartered in Calgary, Alberta with regional offices in Montréal, Vancouver and Yellowknife, the NEB has approximately 500 employees and annual budget of over $70 million.

Duties

Reporting to the Executive Vice-President, Transparency and Strategic Engagement, the Vice-President (VP), Data and Information Management is responsible for delivering and leading enterprise wide data and information management programs. These program areas must be able to meet the demands and expectations from client, stakeholders, partners and employees with a focus on enhanced service delivery and improved sustainability. Information and data can be leveraged to support the culture change required within the National Energy Board (NEB) to shift to an open and service-oriented organization that delivers programs and services to stakeholders in a modern, accurate and effective way. This position will identify innovative opportunities that can be leveraged through data initiatives to support public confidence in industry and NEB performance.

The VP will lead the organization to become more data driven in its decision making. This includes establishing data and information management standards and governance, data quality guidelines, and implement data gathering and monitoring policies and procedures that are in alignment with Treasury Board Secretariat expectations and industry best practice. The accountabilities of this position is integral to the long-term vision and strategy for the NEB.

As a member of the NEB Executive Team, the VP is committed to the vision, objectives and goals of the NEB and to assisting the NEB in meeting its mandate through their business unit activities and by providing expert guidance and advice to internal and external stakeholders of the NEB. The VP is responsible for the strategic management and leadership of NEB resources, both human and financial, within the unit and for achieving business results. The VP is responsible for working in a management system environment. In addition to the data and information management programs, the VP will also have oversight for the Access to Information Program (ATIP).

The VP, Data and Information Management is responsible for:

• Ensuring leadership, and expert guidance and advice, for enhanced data driven processes throughout the NEB in support of the Departmental Results
• Developing a strengthened enterprise wide data governance framework, including policies, principles, responsibilities, standards and governance metrics
• Identifying risks and mitigation strategies to ensure program area success
• Translating business strategies into data/information requirements and solutions
• Establishing an enterprise-wide focus on innovation and sustainability
• Enhancing data visualization technology and tools
• Improving geographical and spatial data quality, awareness and availability
• Identifying data assets as being enterprise wide or master data
• Developing and maintaining a multi-year Data and Information Plan that includes governance and critical data sets
• An evolution of data and IM management practices, process and tools
• Building a high performing data and IM workforce that has the appropriate knowledge, skills and abilities needed to work effectively in a data driven environment
• Developing robust process and clear guidance for ATIP across the organization
• Working within and supporting the NEB’s enterprise-wide management system

Intent of the process

A pool of candidates may be created. Qualified candidates may be used to staff other similar positions at an equivalent or lower level on a term, indeterminate or acting basis. Appointment of qualified candidates will be based on the assessment results of the essential or essential and asset qualifications and with regard to breadth and depth of experience.

E4: Experience at a senior level developing and maintaining collaborative working relationships with internal and external stakeholders to advance business priorities.

E5: Significant experience in leading a large team or multiple teams and managing complex and significant financial and human resource matters.

• Experience is defined within the last five years.
• Significant experience is defined as the depth and breadth of experience normally acquired with having performed a broad range of various complex related activities.

Conditions of employment

1) Willingness to undergo, successfully pass, and maintain a reliability status security clearance. Some positions may require a secret security clearance, which future incumbents will be required to undergo, successfully pass and maintain.

1. The National Energy Board has a classification system that differs from the greater public service. This NEB-14 position is similar to an EX -03 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is subject to NEB’s Executive Terms and Conditions.

5. Salary: Effective (1/July/2013) NEB-14, $128,600 to $160,800 (under review)

• Members of the Executive Group are currently eligible to receive a lump sum performance award as a percentage of base salary and may also be eligible to receive an annual retention bonus.
