As the largest component of the federal science community, and with the recent release of Strong, Secure, Engaged: Canada’s Defence Policy, Science and Technology (S&T) leaders in the Department of National Defence (DND) play a critical role in delivering on Canada’s defence and security priorities, strengthening Canada’s knowledge base, and demonstrating scientific excellence at home and abroad.

Defence Research and Development Canada (DRDC) is the Science and Technology (S&T) agency of DND. It provides integrated science advice, knowledge and technical solutions to address today’s defence and security challenges, and ensures the Department and clients have access to S&T capabilities for strategic advantage into the future. Its capabilities span all scientific disciplines, including natural and physical sciences, health sciences, and social and behavioural sciences.

DRDC works with industry, academia, allies, other government departments, and the public safety and national security community, and delivers solutions for DND, the Canadian Armed Forces (CAF), as well as public safety and national security partners.

Intent of the process

The objective of this process is to staff one position at the DS-07 A group and level in Washington (District of Columbia) on an indeterminate basis.

This position is staffed on a rotational three (3) year basis. At the expiration of the (3) three years, you will be re-integrated into Defence Research and Development Canada (DRDC) or exceptionally, offered an appropriate extension. As a condition of employment, you must be willing to accept a deployment to another geographic location, based on operational requirements.

Following the process, should a pool of qualified candidates be established, it could also be used to staff similar positions with various tenures and security requirements within DND as well as other government departments within the core administration, with the approval of the delegated manager and in consultation with Executive Services.

ESSENTIAL (MANDATORY) EDUCATION

ED01: Graduation with a degree from a recognized post-secondary institution with a specialization in engineering, chemistry, physics, biology, economics, sociology or some other specialty relevant to the position.

Degree equivalency

ESSENTIAL (MANDATORY) EXPERIENCE

EX01: Extensive (1) experience in the provision of strategic policy and/or operational advice to senior management (2).

EX02: Experience representing senior management (2) during negotiations with national and international partners.

EX03: Extensive (1) experience building and sustaining relationships and strategic partnerships with a variety of internal and external stakeholders, such as central agencies, industry, academia, non-government organizations and international partners.

EX04: Experience in managing human and financial resources.

(1) Experience is considered ''extensive'' in terms of degree of depth, scope, complexity and duration. Candidates would normally be expected to have developed significant experience over multiple years in executive positions.

(2) Senior management is defined as being equivalent or above the Director General level, senior military officials (General/Flag Officer levels) or equivalent in the private sector.

CONDITIONS OF EMPLOYMENT
Security is not a factor used at the initial screening stage, as the Department is responsible for the security clearance process.

TOP DOWN APPROACH
Selection decisions may be based on the level, breadth or degree of qualifications achieved in one or more qualifications; for example, preference may be given to the candidate that has scored highest on a specific qualification or combination of qualifications.

A cut-off score screening approach may be undertaken. Applicants who meet the essential experience criteria may be ranked according to the depth and breadth of experience they possess.
