Intent of the process

This process will be used to staff positions within the Professional Development and Apprenticeship Program in Forensic Accounting which allows participants to progressively move from the AU-01 to the AU-03 group and level. Successful completion of the Development Program will lead to an indeterminate appointment at the AU-03 group and level.

Participants will enter at the AU-01 or AU-02 level progressing to levels AU-02 and AU-03. Progression occurs after a review panel assesses each participant against standards of competence. It must be demonstrated that incumbents considered for progression meet the competencies included in the respective AU-02 and AU-03 statement of merit criteria: including education, professional titles, experiences, knowledge, etc.

A pool of partially qualified candidates will be established within Public Services and Procurement Canada and may be used to staff similar positions with various tenures (including Indeterminate / Term / Assignment / Secondment / Acting) and/or various linguistic requirements (including English essential, French essential, English or French Essential and Bilingual Imperative BBB/BBB). Should the selected candidate already be a public servant, the pool could also be used for acting appointments.

EDUCATION

Required for AU-01 and AU-02 positions:

• A degree (Baccalaureate Level) from a recognized post-secondary institution with an acceptable specialization in accounting, business administration, commerce, finance or any other field related to the duties of the position.

NOTE
When education is required, candidates must always have a Baccalaureate level degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Required for AU-02 only:

PROFESSIONAL ACCOUNTING DESIGNATION

An accounting designation issued by a recognized accounting professional body in Canada. The professional titles recognized in accounting are those of Chartered Professional Accountant (CPA), CPA CA, CPA CMA, CPA CGA.

Degree equivalency

EXPERIENCE

Required for AU-01 positions only:

At least one (1) year’s experience in the use of an electronic spreadsheet (Excel) and compilation of a variety of accounting, banking or financial data.

Basic experience in the preparation of various accounting, banking or financial analyses.

At least one (1) year’s experience in self-revision and subsequent adjustments to be made to accounting, banking or financial data entered into a database.

Required for AU-02 positions only:

Recent* and at least three (3) years’ experience in the use of an electronic spreadsheet (Excel) and compilation of a variety of accounting, banking and financial data.

Recent* and at least three (3) years’ experience in the preparation of various accounting, banking and financial analyses.

Recent* and at least three (3) years’ experience in self-revision and subsequent adjustments to be made to accounting, banking and financial data entered into a database.

Recent* and at least two (2) years’ experience in more complex financial analyses.


* Recent: Acquired in the last five years

PROFESSIONAL ACCOUNTING DESIGNATION

ASSET EXPERIENCES

Required for AU-01 and AU-02 positions:

Required for AU-01 positions only :

Practical experience in forensic accounting or any other related field (for example, internal or external auditing or investigations).

Required for AU-02 positions :

Practical experience in forensic accounting.

In-depth knowledge of the functionality of an electronic spreadsheet, for example, Access and Excel.


Required for AU-01 positions:

Basic knowledge of generally accepted accounting principles (GAAP)/International Financial Reporting Standards (IFRS) in Canada and bookkeeping concepts.

Basic knowledge of various accounting, banking and financial documents and the information they contain.


Required for AU-02 positions:

Knowledge of generally accepted accounting principles (GAAP)/International Financial Reporting Standards (IFRS) in Canada and bookkeeping concepts.
