The immediate need is to staff two English Essential indeterminate Project Manager Level 2 positions; one in Halifax, NS and one in St. John’s, NL AND to staff two indeterminate Project Manager Level 1 positions; one bilingual imperative CBC/CBC position in Moncton, NB and one English Essential position in St. John’s, NL.
A pool of completely or partially qualified candidates may be established through this process to staff similar positions at an identical or equivalent group and level with various linguistic requirements and various security profiles at Public Services and Procurement Canada within the Atlantic Region.

EDUCATION
ALL STREAMS:
Graduation with an Engineering degree from a recognized university
OR
Graduation with an Architectural degree from a recognized university and possession of a Canadian Architectural Certification Board Number (CACB Number).
OCCUPATIONAL CERTIFICATION
STREAM 1:
Certain positions may require registration as a Professional Engineer, registered to practice in Canada OR licensing as an Architect, licensed to practice in Canada.
STREAM 2:
All positions require registration as a Professional Engineer, registered to practice in Canada OR licensing as an Architect, licensed to practice in Canada.
EXPERIENCE
ALL STREAMS:
Experience in managing quality, finances and schedules of projects.
Experience in reviewing drawings and specifications for construction projects.
STREAM 1:
Experience working with project teams.
*Significant experience in delivering real property projects
*Significant experience in planning and managing various phases of Real Property projects with **varying degrees of complexity and magnitude, such as highways, bridges, wharves, breakwaters, buildings, and/or fit-up
*Significant experience is defined as the depth and breadth of experience with full time performance of these duties for approximately 3 years.
**Various degrees of complexity and magnitude is defined as dollar value of projects or programs $3 million or larger. It must be demonstrated that the candidate has taken a lead role in the project delivery.
STREAM 2:
Experience leading multi-disciplinary project teams.
***Extensive experience in delivering real property projects
***Extensive experience in planning and managing various phases of Real Property projects with ****challenging degrees of complexity and magnitude, including highways, bridges, wharves, breakwaters, buildings, and/or fit-up
***Extensive experience is defined as the depth and breadth of experience with full time performance of these duties for approximately 5 years.
****Challenging degrees of complexity and magnitude is defined as dollar value of projects or programs $4 million or larger AND one additional challenge must be demonstrated such as a large number of stakeholders requiring specific governance and organized communications, important heritage component, multi-disciplinary consulting team, interrelated dependencies with other projects or programs, alternative form of delivery, or approvals required from Central Authorities (such as Treasury Board or a Board of Directors or equivalent in the private sector). It must be demonstrated that the candidate has taken a lead role in the project delivery.
EXPERIENCE
ALL STREAMS:
*****Substantial experience in the delivery of repair or construction of bridges or roads.
*****Substantial experience in the delivery of wharves or breakwaters or other marine infrastructure.
*****Substantial experience in the delivery of buildings or fit-ups.
*****Substantial experience in the delivery of heritage conservation projects.
*****Substantial experience in the delivery of projects in secure facilities.
*****Substantial experience in alternate forms of project delivery such as construction management or design build.
*****Substantial experience in the delivery of airport projects.
*****Substantial experience in the delivery of environmental remediation projects.
*****Substantial experience in cost estimating and project planning.
*****Substantial is defined as a minimum of one year of experience.
STREAM 2:
*****Substantial experience in the supervision of staff.
*****Substantial is defined as a minimum of one year of experience.

For those positions requiring registration in an Association of Professional Engineers within Canada or licensing within the Provincial Architecture Association(s), the registration or licensing must be obtained prior to appointment and maintained for the duration of the candidate’s employment.
Possession of a valid Provincial Driver’s License OR personal mobility to the extent normally associated with the possession of a valid driver’s license, within the limits of Treasury Board Policy.
Must be willing and have the ability to travel, including overnight and on short notice, as required.
Must be willing and able to work overtime, and on short notice, as required.
Willingness and ability to work in and around project sites and remote locations including wearing personal protective equipment.
