What will you do?
As the Regional Director, you will have the responsibility to manage a large portfolio/program of work and the delivery of PSPC services across a large region of Canada. You will play a central role in working with other federal partners and in identifying and implementing innovative solutions to meet their demands for real property and contracting, and you will play a key role in managing relationships with stakeholders such as other levels of government, indigenous groups and industry.

Intent of the process

The immediate intent of the process is to fill the following positions:
1. Regional Director, Real Property Accommodation and Portfolio Management (Vancouver, British Columbia - English Essential).
2. Regional Director, Real Property Accommodation and Portfolio Management (Edmonton, Alberta - English Essential) - ANTICIPATORY

A pool of partially qualified candidates may be established through this process to staff various EX-02 positions within Public Services and Procurement Canada (PSPC) across Canada. Please note that your candidacy will not be considered for another location if you decline a Vancouver or Edmonton Offer.

These positions may be of different tenures and may have various language requirements (Bilingual imperative CBC/CBC, Bilingual Imperative BBB/BBB and English Essential).

EDUCATION:

Graduation with a degree* from a recognized post-secondary institution**.

*Degree: Unless it is otherwise specified (e.g., Master's degree), the term "degree" refers to a baccalaureate as established by educational authorities.

**Recognized post-secondary institution: Public or private institution that has been given authority to grant degrees, diplomas, and other credentials by a public or private act of a provincial/territorial legislature or through a government-mandated quality assurance mechanism. For greater certainty, also included are institutions authorized to grant specific academic credentials for specific academic programs. It is the candidate's responsibility to demonstrate that the degree/program held has been approved by a "recognized" Canadian university. Failure to do so will result in the rejection of your application.

Degree equivalency

EXPERIENCE:

E1. Recent (1*) and significant (2*) experience in providing strategic advice and recommendations to senior management (Director General and above, or equivalent executive in the private sector) on complex issues (3*);

E2. Experience in developing strategic partnerships and establishing networks with multiple stakeholders, such as other government departments or central agencies, or equivalent in the private sector;

E3. Significant (2*) experience in managing human (4*) and financial (5*) resources.

E4. Experience managing large complex (6*) projects or in the delivery of a diverse (7*) program.

Definitions:

1* - "Recent experience" is defined as experience acquired in the last five (5) years.

2* - "Significant" is defined as having the depth and breadth of the experience normally associated with having performed a broad range of various, complex related activities over a period of at least one (1) full fiscal year in the same position.

3* - ‘’Complex issues’’ are issues with at least two (2) of the following characteristics: multidimensional, sensitive, confidential, affecting many partners or stakeholders, precedent setting or having a potential for significant media coverage. Candidates need to clearly demonstrate the complexity of the issues they dealt with.

4* - For Human Resources Management: Applicants must clearly demonstrate that they have managed human resources. Some examples of managing human resources may include: assigning work, managing performance, developing resourcing plans, determining needs and approving training, etc. Applicants must indicate the number of staff they supervised and the duration.

5* - For Financial Management: Applicants must show evidence of managing and being accountable for a budget. Some examples of managing financial resources may include: full delegation for a budget, forecasting, planning, budget allocation, reporting, etc. Applicants must also indicate the size of the budget they managed and the duration.

6* - ‘’Large complex’’ is defined as an innovative, high risk and high dollar value project or portfolio.

7* - ''Diverse program” which is defined as a portfolio comprised of multiple business lines that are managed and coordinated as one unit with the objective of achieving outcomes and benefits for the organization.

If you possess any of the following, your application must also clearly explain how you meet it (other qualifications)

ASSET QUALIFICATIONS:

AE1. Experience managing a large complex (1*) real property portfolio or in the delivery of a diverse program of real property services (2*).

AE2. Experience managing senior Federal-Provincial-Municipal relations.

AE3. Experience in liaising with industry and Aboriginal communities.

AE4. Professional designation from a recognized Canadian association in engineering or architecture. (Please note that professional fees will not be absorbed by the Department.)

Definitions:

1* - ''Large complex'' is defined as an innovative, high risk and high dollar value project or portfolio.

2* - ''Diverse program of real property services'' is defined as experience in two (2) or more real property services, examples: acquisition, disposal, architectural & engineering services, project management, property management, etc.
