NOTE: The Communications Duty Officer positions require working rotational 8 hour shifts (7.5 with break) to cover 16 hours per day, 7 days per week, 365 days per year, including weekends and statutory holidays. It will also require working occasional overtime on short or no notice. You will also be required to be on-call following an evening shift and may be subject to call-back.

Candidates may be required to pay for their own travel (including travel for assessment purposes) and may be required to pay for their own relocation expenses.

Duties

We are looking for energetic individuals to join a team of officers who provide communications support to the Government Operations Centre (GOC), including monitoring the media for events that affect the national interest. The GOC provides 24/7 monitoring and reporting of potential or actual hazards, whether these are natural, human-induced, accidental or intentional. If you are enthusiastic about the media environment and emergency management issues, this may be the opportunity for you!

• Undertakes systematic monitoring of Canada’s print and electronic media and other information sources to identify issues or incidents of concern;
• Assists in the development of media summaries or analyses pertaining to current issues, topics or incidents.
• Participates in the preparation of materials on projects, incidents and operations;
• Reviews and interprets media reports and alerts management to potentially sensitive and controversial issues or incidents;
• Reviews, researches and analyses incident reports;
• Communicates with other operation centres;
• Conducts risk assessments;
• Participates in response/emergency planning exercises.

Intent of the process

A pool of qualified candidates will be established from the inventory for future vacancies within the Department and may also be used to staff identical or similar positions with various tenures and/or various language requirements and linguistic profiles (Bilingual Imperative BBB/BBB, CBC/CBC and CCC/CCC) and various security requirements (Reliability, secret, top secret). As positions become available, applicants who meet the qualifications may be contacted for further assessment.

Indeterminate employees at the same group and level or equivalent may be considered first for deployment.

Education :
Graduation with a degree from a recognized post-secondary institution or an acceptable combination of education, training and/or experience.

Degree equivalency

Experience :
• Experience in media monitoring, including electronic press, newspaper, social media, radio and television
• Experience researching, analyzing, and summarizing information
• Experience preparing comprehensive reports for Senior Management and other audiences

Knowledge:
• Knowledge of the Policy on Communications and Federal Identity of the Government of Canada
• Knowledge of the Canadian media environment and effective monitoring practices

Abilities :
• Ability to communicate effectively in writing
• Ability to research, analyze, and summarize information

Education:
• Graduation with a degree in communications or journalism from a recognized post-secondary institution

Degree equivalency

Experience :
• Significant* experience in media monitoring, including electronic press, newspaper, social media, radio and television.

* Significant means breadth and depth of experience normally associated with having performed a broad range of various, related activities for a minimum of two (2) years.

Knowledge:
• Knowledge of Public Safety Canada's mandate and areas of responsibility
