Duties

The Director, Cheque Redemption Control, provides professional leadership to ensure the development and management of strategies, business plans, standards, systems, best practices and administrative procedures for enhancing the Branch’s ability to ensure integrated delivery of services related to reconciliation of all payments issued under the direction and control of the Receiver General for Canada, including remittance processing; the design and implementation of national strategies, approaches and business management for exploring, establishing and capitalizing on partnership opportunities to promote business development in digital information management; and the provision of secure storage and archiving services for departments and agencies in the public service on a cost recovery basis.

The intent of the process is to fill the Director General, Cheque Redemption Control position for the Matane Region.

EDUCATION:

Graduation with a bachelor’s degree or a master’s degree from a recognized post-secondary institution.

*Degree: Unless it is otherwise specified (e.g., Master's degree), the term "degree" refers to a baccalaureate as established by educational authorities.

*Recognized post-secondary institution: Public or private institution that has been given authority to grant degrees, diplomas, and other credentials by a public or private act of a provincial/territorial legislature or through a government-mandated quality assurance mechanism. For greater certainty, also included are institutions authorized to grant specific academic credentials for specific academic programs.

Degree equivalency

EXPERIENCE:

E1. Significant (1*) experience in leading the development and implementation of strategies, programs, projects or operational service delivery;

E2. Recent (2*) and significant (1*) experience in providing strategic advice and recommendations to senior management (3*) on complex issues (4*);

E3. Experience in developing strategic partnerships and establishing networks with multiple stakeholders, such as other government departments or central agencies;

E4. Significant (1*) experience in managing human (5*) and financial (6*) resources.

Definitions:

1* - Experience is considered significant in terms of degree of depth, scope, complexity and duration. Candidates must have developed significant experience in an executive (EX) level or equivalent position.

2* - Recent experience is understood as experience acquired in the last three (3) years.

3* - Senior management is understood as Director General level or above.

4* - Complex issues are issues with at least two (2) of the following characteristics: multidimensional, sensitive, confidential, affecting many partners or stakeholders, precedent setting or having a major impact on the public service, or having a potential for significant media coverage. Candidates need to clearly demonstrate the complexity.

5* - For Human Resources Management: Applicants must clearly demonstrate that they have managed human resources. Some examples of managing human resources may include: assigning work, managing performance, developing resourcing plans, determining needs and approving training, etc. Applicants must indicate the number of staff they supervised and the duration.

6* - For Financial Management: Applicants must show evidence of managing and being accountable for a budget for a period not less than 12 months. Some examples of managing financial resources may include: full delegation for a budget, forecasting, planning, budget allocation, reporting, etc. Applicants must also indicate the size of the budget they managed and the duration.

EXPERIENCE:

AE1. Experience in leading the delivery of IT-enabled projects;

AE2. Experience in managing a cost recovery operation;

AE3. Experience in managing an operation of a medium size* in a Regional environment.
