Duties

The role of the Manager, Conference Services:

Professional inter-governmental conference management services, advice, information and recommendations to First Ministers’ and Premiers’ conferences as well as for Federal-Provincial-Territorial and Provincial-Territorial conferences of Ministers and Deputy Ministers.

Provision of expert advice to management on program performance, the development of new approaches and improvements to service delivery, operational requirements and the impact of political issues on the delivery of services.

Management, planning and coordination in the specific area of administrative support or procurement and technical services or Divisional planning and training. Provision of leadership for the implementation of CICS strategic priorities and policies.

Intent of the process

The intent of this process is to staff one position in Ottawa, Ontario.

ESSENTIAL QUALIFICATIONS

Education

Graduation with a degree from a recognized university OR an acceptable combination* of education, training and work experience.

*Acceptable combination is defined as high school graduation with 3 years of work experience and courses/seminars in a related field.

Degree equivalency

Experience

E1: Experience in planning and coordinating senior level conferences and/or meetings that include significant* government participation.

E2: Experience in leading project teams.

E3: Recent** and significant*** experience in managing human**** and financial***** resources.

E4: Experience in providing strategic advice and briefings to senior officials or executives******.

E5: Experience working in the area of governmental or intergovernmental relations, liaising with senior officials or executives****** from federal, provincial and/or territorial governments.

*Significant government participation is defined as being at the level of deputy minister, minister or first minister.

**Recent experience is defined as experience acquired within approximatively the last three years.

***Significant experience is defined as experience that was the main function of a job for an approximate three year period.

****Human resources management is defined as supervision of staff including assigning work, managing and assessing performance, developing and implementing training and staffing plans.

*****Management of financial resources is defined as management and accountability for a budget, including responsibility for financial planning, forecasting and reporting.

******Senior officials or executives are defined as being at the director general level or equivalent and above.

Experience

AE1: Experience working in the area of intergovernmental relations.

AE2: Experience in coordinating technical logistics for events such as videoconferences or press conferences.

AE3: Experience in developing policies and procedures.

AE4: Experience with the Government of Canada planning and reporting cycle.

AE5: Experience in providing coaching or mentoring.

Knowledge

AK1: Knowledge of trends in multi-media and internet technology used to support conferences or meetings.

Availability to travel and work overtime on short notice.

Conditions of employment

Secret security clearance

Willingness and ability to travel extensively and on a short notice and regular basis across Canada to conference sites (15 – 20 trips per year), including weekends.

Willingness and ability to work irregular hours and frequent overtime, sometimes on short notice, in make-shift offices while on conference sites.
