Key responsibilities:
The internal audit project leader is responsible for performing individual internal audit projects included in the Risk-Based Audit Plan. This responsibility includes developing audit scope, performing audit procedures and preparing audit reports that reflect the results of the work performed.
Environment and Climate Change Canada (ECCC) has played an important role every day since it was first created in 1971, by taking action on behalf of the environment.
Its workforce of 6800 is made up of knowledgeable and dedicated employees from diverse backgrounds who are proud of the contribution they make to the environment. They come from a broad range of fields, such as biology, chemistry, meteorology, climatology, engineering, commerce, communications, law enforcement, environmental sciences, hydrology, informatics, law, library science, policy, and more. From the Canadian Ice Service to the Canadian Hurricane Centre, from laboratories and weather stations to national wildlife areas and field offices, ECCC’s staff delivers quality services on behalf of all Canadians.
The internal audit project leader positions are located in the ECCC’s new flagship facility at 351 St-Joseph Boulevard in Gatineau, which meets the government’s Workplace 2.0 concept and has many fully equipped videoconference areas to support collaboration and innovation. This new concept enables employees to work smarter, greener and healthier to better serve Canadians. In addition, employees have access to amenities such as a gym, showers, change rooms and secure bicycle storage, allowing them to commute using Gatineau and Ottawa’s bike path system.
The intent of the process is to staff immediately three (3) Bilingual Imperative BBB/BBB positions for an indeterminate period.
A pool of partially qualified or fully qualified candidates may be established and could also be used to staff identical or similar bilingual AS-06 positions with various tenures (indeterminate, specified period, deployment, acting (with possibility of extension), secondment, assignment) and various security clearance levels and language requirements according to the position being staffed within Environment and Climate Change Canada in Gatineau, QC.

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in accounting, finance, business administration, commerce, public administration or some other specialty relevant to the position.
Recent* and significant** experience in planning, conducting and reporting of internal audits that respect professional standards.
Recent* experience in presenting audit findings, audit conclusions and audit recommendations to senior management***.
A minimum of one year experience in writing all or major sections of audit reports.
Experience in supervising work of team members.
DEFINITION:
*Recent experience is defined as an experience obtained approximately within the last seven (7) years.
** Significant experience is defined as the depth and breadth of the experience normally associated with the performance of the duties for a period of approximately three (3) years.
*** Senior management is defined as executives at the Director level (or equivalent) and above.

Occupational Certification:
- Certified Internal Auditor (CIA) designation or proof of considerable progress in completing the CIA certification process.
- Professional designation such as, Certified Government Auditing Professional (CGAP), Certified Information Systems Auditor designation (CISA) or Chartered Professional Accountant (CPA).
Experience:
Experience in performing audit recommendation follow-up activities.
Experience in developing or contributing to the development of a Risk-Based Audit Plan.
Experience using TeamMate audit management software
Experience using data analytics software such as ACL.
Operational Requirements:
Willingness and ability to work overtime, as required.
Willingness and ability to travel.
Secret security clearance
