Intent of the process

The intention of this process is to staff one (1) permanent position (Bilingual Imperative CBC/CBC).

A pool of partially or fully qualified candidates will be created to fill identical or similar positions with various linguistic profiles (such as bilingual imperative level - BBB/BBB, CBC/CBC or CCC/CCC), various security requirements (reliability, secret) as well as tenures (indeterminate, acting, term, deployment, assignment, and secondment) within the Department of Canadian Heritage.

Mandatory Qualifications - To be considered for this position:

1- You must have a Graduation (Baccalaureate or higher level) with a degree from a recognized post-secondary institution or an acceptable combination of training, education and experience.

Degree equivalency

2- You must have significant* experience in leading working groups, committees or teams.

3- You must have significant* experience in providing advice, written and verbal, to Senior Officials** (e.g. briefing notes, executive summaries, reports, fact sheets).

4- You must have experience in liaising, consulting and negotiating with other governments or stakeholders.

5- You must have experience in policy development or in managing and delivering a project or a grant or contribution program.

*Significant is defined in terms of the depth, breadth and scope of experience normally acquired by having performed a broad range of activities in a work environment, for a period of three (3) years or more.

**Senior Officials are defined as Director General and above.

Second Language Evaluation (SLE) testing will be administered, as required, using the Public Service Commission’s (PSC) SLE tests. Conditions of employment

Secret security clearance - STEP 4 of the assessment process - SECURITY CLEARANCE

The hiring department is responsible for the Personnel Security Clearance process. Typically to be eligible for a "Reliability" clearance, you must provide residence information for the last five (5) years and to be eligible for a "Secret" clearance, you must provide residence information for the last ten (10) years. The process may involve reference inquiries, verification of qualifications, criminal records checks, credit checks (if required) and fingerprints.

Other information

Acknowledgment of receipt of applications will not be sent.

Asset qualifications could be used for screening and/or selection purposes.

Candidates must meet the essential qualifications to be appointed to a position.

ASSESSMENT INFORMATION

A written exam, an interview and reference checks will be part of the candidate’s assessment.

Any travel expenses incurred by candidates to attend evaluations under this recruitment process will be the candidate's responsibility.

Top down selection may be used at any point during the assessment phase.

Candidates invited to an interview will be required to bring proof of their education credentials, in the form of a diploma or official transcript as well as a proof of citizenship.

All information obtained throughout the selection process, from the time of application to close of process, could be used to evaluate the candidates.
