Provide contracting services for a diverse and complex range of goods, construction, services;
Advise managers and administrative staff on contracting policies, legislation, regulations and practices emanating from central agencies and the department and, discuss and resolve procurement issues with central agencies and management;
Advise clients on the preparation of procurement documentation, and on the development of related evaluation criteria;
Develop and negotiate complex procurement contracts with suppliers and represent the interests of the client;
Coordinate procurement, and, processes documents through the automated/non automated systems and processes;
Negotiate contracts with private sector suppliers and contractors, evaluates proposals and selects or recommends suppliers to management.

EDUCATION
Graduation with a degree from a recognized post-secondary institution or an acceptable combination of education, training and/or experience.
EXPERIENCE
Significant* experience as a procurement specialist in acquiring goods or services to support an organization’s operations
Significant* experience in providing services to clients in a fast-paced and multi-tasking work environment
Significant* experience in conducting analysis and providing advice on procurement issues.
Experience in evaluating proposals or quotations.
Experience in preparing and awarding contracts.
* “Significant" refers to the depth and breadth of experience associated with the performance of a broad range of related activities which were primarily the candidate's responsibility. It will be assessed on the basis of the scope, complexity and the diversity of the work performed as well as the autonomy required of the candidate to perform the activities. This level of experience is normally achieved through the performance of relevant duties on a regular and continuous basis for a period of at least two (2) years within the past five (5) years.

Graduation with a degree from a recognized post-secondary institution in a field relevant to procurement or contracting.
Completion of the mandatory courses and enrollment in the Certification Program for the Federal Government Procurement and Materiel Management Community with, at least two courses completed.
Experience in interpreting and applying federal government procurement policies and procedures.
Experience in contracting for construction, architectural or engineering services.
Experience in working with SAP.
Organizational Needs:
