You must meet all essential qualifications in order to be appointed to the position. Other qualifications may be a deciding factor in choosing the person to be appointed. EDUCATION

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in Economics, Sociology or Statistics.

Candidates must always have a university degree. The courses for the specialization do not necessarily have to be part of a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE
Significant experience in providing strategic advice, making recommendations, and preparing briefing material to senior management on complex issues
Experience in establishing organizational priorities and strategies, and in directing their development and implementation
Recent and significant experience in establishing and maintaining effective relationships with internal and external partners as well as stakeholders, including officials of government
Significant experience in managing human and financial resources
Experience leading, managing and participating in organizational level research activities

Definitions:
Significant refers to the breadth, depth, complexity and diversity of tasks and the level of autonomy used. Clear and specific examples should be provided by candidates in their application and demonstrate evidence of accountabilities and deliverables. Specific timeframes must be clearly demonstrated.
Senior management is defined as Director General (DG) or equivalent and above
Recent experience is defined as being within the last five (5) years.
Complex includes items that could refer to: being national in scope; having many elements or dimensions; having significant public visibility; featuring significant involvement by partners or stakeholders; being financially challenging, etc.
For managing human resources, applicants must clearly demonstrate the types of Human Resources activities that they performed and must also indicate the number of employees they directly supervised.
For managing financial resources, applicants must demonstrate the types of Financial Management activities that they performed including the size of the budget (salary and operating & maintenance/O&M) and if they managed the budget directly or indirectly. Examples of this experience would include: responsibility for financial planning, forecasting, reporting, monitoring, reallocation of resources and signing authority.

Management may decide to use a score that is higher than the pass mark on any of the evaluations used throughout the selection process.
