Intent of the process

The immediate need is to staff two AR-04 term positions each for a two year period. The primary location of these positions is Halifax, NS and the intent is to staff these positions in Halifax, NS. However, if there are no qualified candidates in Halifax, NS or if the selected candidate is in Moncton, NB, Charlottetown, PEI, or St. John’s, NL, the positions could be staffed in these secondary locations. A period of training in Halifax, NS may be required if a candidate is appointed in one of the secondary locations.

This process may be used to establish a pool of partially or fully qualified candidates that may be used to staff similar positions at an identical or equivalent group and level with various linguistic requirements and various security profiles within Public Services and Procurement Canada.

OCCUPATIONAL CERTIFICATION

ALL STREAMS:
Licensed to practice Architecture by a recognized Provincial Association in Canada.

EXPERIENCE

ALL STREAMS:
Experience providing professional advice and recommendations to project teams and clients.
Experience providing advice regarding the development of project definition documentation including developing terms of reference and requests for proposal.
Experience planning, coordinating and delivering various studies, investigations, evaluations, design services and/or deliverables including options and proposals.
Experience in the preparation of construction documents and the administration of contracts for consultant service acquisition, including supply arrangements and open agreements.

STREAM 1:
Experience as a team leader in the delivery of services in support of multi-disciplinary projects.

STREAM 2:
Experience as a team leader in the delivery of services in support of *large or **complex projects.
*large is defined as $10 million or greater
**complex is defined as projects with high performance or innovative design/building science/systems solutions, evidence based design, life cycle modeling, multiple stakeholders, high target sustainable design practices/targets or elements, non- traditional procurement methods (fast tracking/construction management, design build, public, private and partnership {P3})
Experience providing feedback on the effectiveness of policies, standards, guidelines and/or directives.
Experience identifying, monitoring and assessing opportunities as it relates to the application of new technologies and trends.

KNOWLEDGE

ALL STREAMS:
Knowledge of trends and developments in architecture, building technology, project delivery methods, innovation and/or constructions techniques.
Knowledge of techniques and practices for the review of construction documents, budgets and schedules.

Experience researching and supporting studies including condition assessments and investigations into technical issues.

Conditions of employment

Reliability Status security clearance or Secret security clearance, depending on the position being staffed.
Must maintain registration with the applicable provincial architectural association(s) in Canada where project(s) are performed for the duration of his/her employment.
Willing and able to work on and around construction sites, wearing protective equipment.
Possession of a valid provincial driver's license or personal mobility to the extent normally associated with the possession of a valid driver's license, within the limits of Treasury Board policy.
Adherence to the Public Service and Procurement Canada code of conduct
Willingness to apply for various security clearances at other government departments and agencies.
