Intent of the process

A pool of partially qualified candidates may be established and may be used through this process to staff similar positions with various tenure (term, indeterminate, *acting) within the Department of Public Services and Procurement Canada.

* Should the selected candidate already be a public servant, the pool could also be used for acting appointments.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION:

Graduation with a degree from a recognized university with an acceptable specialization in human resources management, industrial or labour relations, psychology, public or business administration, organizational development, education science, social science, sociology or other field relevant to the work to be carried out.

NB: Indeterminate incumbents of PE Group positions and positions equivalent to PE Group positions in the Office of the Superintendent of Financial Institutions Canada and Indian Oil and Gas Canada on October 1, 1999 who do not have the education prescribed above shall be deemed to have met the minimum education standard by reason of their education, training and/or experience.

Degree equivalency

EXPERIENCE:

-*Recent and significant experience in providing labour relations advice and guidance to managers.
-Experience in handling grievances and investigations in a unionized environment as a representative of the employer.

*«Recent» and «significant» means the depth and breadth of an experience that would normally be acquired by a person in a position where the performance of these duties was one of their MAIN function over a period equivalent to approximately two (2) years in the past five (5) years.

KNOWLEDGE:

-Knowledge of Labour Relations principles and policies.
-Knowledge of recourse mechanisms and roles of Central Agencies in the Federal Public Service.
-Knowledge of collective agreements, Values and Ethics Code, or employer guidelines related to Labour Relations in the Federal Public Service.
-Knowledge of rules and procedures related to administrative investigations.

OPERATIONAL REQUIREMENTS:

Preference will be given to candidates who are willing to work in Miramichi, New Brunswick. Otherwise, the employee must be ready and able to travel regularly and as required to the Public Service Pay Centre located in Miramichi, New Brunswick. These travels may be with or without overnight stay.

The employee must be willing and able to work overtime on short notice occasionally.

ASSETS:

EXPERIENCE:

-Experience in conducting training or information sessions.
-Experience in dealing with **complex Labour Relation investigations or labour relations issues affecting groups of employees.

**Complex labour relations files are those that exceed the normal daily activities of a labour relations advisor and require research, analysis, risk assessment, presentation of options and consultation with clients or other stakeholders.
