Directs engineering and scientific staff on development and implementation of national technical and operational design standards, guidelines, procedures and tools related to capital project planning, asset life-cycle management, infrastructure construction, facility maintenance and environmental stewardship; oversees technical and operational research and studies by staff and contract consultants; develops strategic recommendations and plans on emerging issues (ex: climate change) and new initiatives for program improvement and sustainability; ensures environmental regulatory compliance and due diligence including addressing new environmental regulatory requirements and contaminated sites; and leads national engineering and environmental committees.
In August 2017, the Minister of Fisheries and Oceans Canada announced that, effective April 1st 2018, the Gulf Fisheries Centre in Moncton, New Brunswick will be the new home of DFO’s national component of the Small Craft Harbours program, which is currently located in Ottawa.
Small Craft Harbours (SCH) is a nationwide program of the Department of Fisheries and Oceanswhich operates and maintains a national network of harbours in support of the needs of the commercial fishing industry. The mandate of SCH is to keep the harbours that are critical to the fishing industry open and in good repair. The program is delivered in cooperation with Harbour Authorities (local not-for-profit organizations) who manage the harbours. Low activity fishing harbours and recreational harbours are divested to third parties.
SCH is a decentralized program. Moncton will provide national coordination with five regional offices who manage program operations.
SCH pursues three main strategies to fulfill its mandate:
• Maintain a network of core fishing harbours;
• Promote and sustain the use of Harbour Authorities for the local management and operation of core fishing harbours;.
• Transfer the ownership of non-core fishing harbours and recreational harbours to local communities through divestiture.
The intent of this advertisement is to staff the position of Director, Engineering and Technical Services (EN-ENG-06) in Moncton, New-Brunswick on an indeterminate basis. A pool of candidates may be established.

EDUCATION
- Graduation with a degree from a recognized post-secondary institution in mechanical engineering, civil engineering, electrical engineering, aeronautical engineering, geological engineering, naval architecture or some other engineering specialty relevant to the duties of the position.
OCCUPATIONAL CERTIFICATION
- Certification as a Professional Engineer in Canada
EXPERIENCE
- Experience in developing and implementing short and long term operational strategies or policies.
- Significant* experience in validating and providing technical engineering advice to senior management.
- Significant* experience in providing diverse engineering services or in managing a team involved in providing diverse engineering services (Ex.. design, construction, investigations and reports, analysis, conditions assessments).
- Significant* experience in the management of human and financial resources.
*Significant is understood to mean the depth and breadth normally associated with having regularly performed these duties over a period of approximately 3 to 5 years.
EDUCATION (ASSET)
- Graduation with a degree from a recognized post-secondary institution in civil engineering or naval architecture.
EXPERIENCE (ASSET)
- Experience working with Fisheries and Oceans Canada, Small Craft Harbours program
- Experience in conducting marine engineering projects.
- Experience in developing national construction and engineering maintenance policies and plans.
- Experience in the field of sustainable development, climate change and environmental management.
