EDUCATION:
Successful completion of two (2) years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed.
NOTES:
1. Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training, and/or experience whenever this standard is called for when staffing positions in the CS group.
2. It is the recognized educational institution (e.g. community college, CÉGEP, or university) that determines if the courses taken by a candidate correspond to two years of a post-secondary education at the institution.
3. At the manager's discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum post-secondary education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions in which the manager has specified this alternative.
EXPERIENCES:
Minimum of eight (8) years of experience in the IM/IT field.
Significant* and recent** experience in managing an IM/IT enterprise-wide portfolio in one or more of the following areas: business systems development; data service management; data management; enterprise data warehouse; Business Intelligence (BI); analytics; or, Application Architecture.
Significant* and recent** experience collaborating or coordinating with third parties (e.g., business clients, service providers) to deliver expected program or project results.
Significant* experience managing human resources for an IT program or project, including assigning work, monitoring progress, and assessing performance.
Recent** experience developing IT project work estimates and cost analyses.
Experience in providing recommendations to senior management (Director and above).
NOTES:
*Significant experience is understood to mean the depth and breadth of experience normally associated with having performed a broad range of complex activities related to this task, which are normally acquired over a period of three (3) years.
**Recent experience is understood to mean within the last five (5) years.
EDUCATION ASSET:
University or College degree or certification in Computer Science, Information Technology, Information Management or another specialty relevant to the position(s) to be staffed.

EXPERIENCES ASSETS:
Experience managing contracts for the acquisition of products or services that support the delivery of IM/IT.
Experience in managing a budget ensuring project or program expenses are in accordance with financial and procurement authorities.
Experience managing or leading a multidisciplinary team (3 or more individuals) in a matrix environment.
Experience managing or leading one or more of the following: data modellers; ETL developers; DBAs; testers or maintenance support resources; business analysts; or project managers.
Experience managing or leading a team in the development of one or more of the following areas: business intelligence (BI), or analytics, or Geographic Information System (GIS) solution(s).
Experience managing or maintaining the solution infrastructure of a production BI reporting, or analytics or GIS environment(s).
Experience working on business intelligence (BI), analytics, or GIS projects, activities or initiatives.
Experience working to design, develop or support an enterprise data warehouse (EDW) environment.
Experience working on data visualization projects, activities or initiatives.
Experience working with IBM Cognos Business Intelligence (BI) suite of products.
Experience working with IBM InfoSphere suite of products.
Experience working with ESRI software architecture (ARC GIS).
Experience working within the discipline of enterprise architecture in one or more of the following domains: business architecture; data architecture; application architecture; or, technology architecture.
Experience making design and architecture recommendations for the infrastructure and configuration of BI, analytics or GIS systems.
Experience working directly with clients to ensure satisfaction with IT enabled business solutions.
Experience working with data to support IT enabled business solutions including, but not limited to, ETL (extraction, transform, load); data modelling; data quality; data storage; or, data security.
Experience in planning, chairing, and facilitating multi-disciplinary stakeholder meetings.
Experience designing, developing and maintaining data models (logical and physical) that integrate data from multiple sources.
Experience working in a data related capacity to support, design, develop, and maintain IT enabled solutions that meet business requirements.
Experience establishing standards and best practices in data management.
Experience in working to implement and maintain one or more of the following: enterprise data management; meta-data management; master data management; or open data.
Experience in performing threat and risk assessments.
Experience using Sparx Enterprise Architecture to develop EA models.
