Duties

Provides advice to managers and supervisors in the field of labour relations. Coordinates and participates in disciplinary and grievance investigations and hearings. This position is part of the Human Resources Services Directorate at Health Canada and reports to the manager of the Labour Relations team.

Work environment

The Human Resources Services Directorate provides Human Resources services to management and employees of Health Canada and the Public Health Agency of Canada.

Intent of the process

This process is intended to fill two existing indeterminate vacancies and may be used to fill anticipated vacancy(ies) with the same work description. Linguistic requirements and length of durations might vary. A pool of candidates will be created for eventual other appointments.

EDUCATION

Graduation with a degree from a recognized university with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or in any other field relevant to the work to be performed.

NOTE: Indeterminate incumbents of positions in the PE group on October 1, 1999 who do not possess the education level prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience.

Degree equivalency

EXPERIENCE

Significant* experience in the provision of labour relations advice and guidance to managers through case files such as discipline, performance management, duty to accommodate, etc.
Significant* experience in writing documents for management such as briefing notes, discipline letters, reports, etc.
Experience in the interpretation of terms and conditions of employment, legislation, policies or jurisprudence
Experience in managing grievances or complaints.

* significant is defined as having the depth, breadth and complexity of experience associated with the performance of the duties.

ASSET QUALIFICATIONS

Graduation with a degree from recognized post-secondary institution in Law and/or experience in practicing law.
Experience in the provision of advice and guidance to managers in one or more other Human Resources discipline(s), other than labour relations.
Experience in managing administrative investigations.
Experience with informal conflict resolution mechanisms (facilitation, meditation, etc.).
