Within PSPC, the Finance and Administration Branch (FAB) provides leadership in the delivery of financial management, accommodation and procurement initiatives. The work of Finance Atlantic is to deliver financial management and strategic accounting operational support to a regional organization with a gross budget of approximately $600 million. The team provides strategic advice and guidance to ensure the integrity and sound decision-making within one of the most complex financial departments in the Government of Canada. The resulting successes are numerous and varied – from the construction of the RCMP Headquarters in Halifax, building of the Arctic and Offshore Patrol Shipbuilding project, the restoration of Province House in PEI, and the delivery of Coal Mine legacy programs in Cape Breton.

Intent of the process

The intent is to staff both permanent and term FI-01 positions in Halifax, NS.
If there are no qualified candidates in Halifax, NS or if the selected candidate is in Moncton, NB, Charlottetown, PEI, or St. John’s, NL, the positions could be staffed in these locations.

A pool of candidates will be established and may be used to staff similar positions within the PSPC on a permanent or term basis, with various linguistic profiles and various PSPC security clearances.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education:

Graduation with a bachelor's degree from a recognized university with specialization* in accounting, finance, business administration, commerce or economics;

OR

Eligibility for a professional accounting designation. The recognized professional accounting designations are Chartered Professional Accountant (CPA), Chartered Accountant (CA), Certified Management Accountant (CMA), or Certified General Accountant (CGA).

*Specialization is defined as a minimum of 30 undergraduate credits within one of these areas: accounting, finance, business administration, commerce or economics.

Degree equivalency

Experience:

Significant and recent* experience in at least one (1) or a combination of the following areas: (a) accounting operations; (b) financial planning, budgeting, and reporting; (c) financial management advisory services (d) auditing and internal control.

Significant and recent* experience in using spreadsheet software applications (such as Excel) to manipulate and present financial information.

Significant and recent* experience in extracting, validating, and analyzing financial information.

Relevant and recent** experience in providing advice and/or recommendations of a financial nature to management.

*Significant and recent experience is defined as the depth and breadth of the experience normally associated with having performed a broad range of complex-related activities over a period of at least 18 months within the last 3 years.

**Relevant and recent experience is defined as the depth and breadth of the experience normally associated with having performed a range of activities over a period of at least 6 months within the last 3 years.

- Minimum of 12 months experience interpreting government accounting policies and regulations and assessing their impact on existing policies, systems and procedures.

Organizational Needs:
