Intent of the process

A pool of candidates MAY be created and MAY be used to make indeterminate or acting appointments at the EX-01 group and level to staff current and future positions at Fisheries and Oceans Canada. All federal organizations listed in Schedules I, IV and V of the Financial Administration Act (FAA) may use this staffing process to appoint a candidate to its organization to a similar position if a pool is created.

EDUCATION :

Graduation from a recognized post-secondary institution or graduation from the Fishery Officer Career Progression Program.

Degree equivalency

EXPERIENCE:

Experience in leading teams and program management in an operationally complex environment to provide services or program delivery to a variety of client groups or stakeholders.

Experience in providing strategic advice to senior management or strategic responses to clients on complex and sensitive matters*.

Experience in establishing and maintaining partnerships and resolving conflicts with a variety of internal and external networks and client groups.

Recent** experience in managing human*** and financial resources****.

Notes:
*Complex and sensitive Issues are normally defined as having at least two (2) of the following characteristics: multidimensional, of a delicate and confidential nature, affecting multiple partners or stakeholders, creating a precedent or having a major impact on the Department or the public service, or potentially attracting wide media coverage.
**Recent experience is understood to mean experience acquired within the last two (2) years.
*** For human resources management, applicants must clearly demonstrate their experience in this area such as where they have supervised staff, assigned work, managed labour relations issues, managed and assessed performance developed and implemented training and staffing plans. Applicants must also indicate the number of employees they supervised directly.
**** For financial management applicants must clearly demonstrate their experience in this area such as evidence of managing, allocating and being accountable for a budget. This experience is defined as being responsible for financial planning, forecasting and reporting. Applicants must also indicate the size of the budget they managed directly.

ASSET QUALIFICATIONS

AREA DIRECTORS:

Experience in managing aboriginal, recreational, or commercial fishery resource or aquaculture issues.

Experience in developing and implementing integrated fisheries management plans.

Experience in developing resource access policy, or licensing and administrative processes, used in managing aquatic and marine resources.

Experience in consulting and negotiating at senior levels with the fishing or aquaculture industry, or aboriginal groups or recreational fishing organizations.

Experience in managing multi-disciplinary teams.

REGIONAL DIRECTOR, POLICY

Master’s Degree from a recognized university in a field related to the position such as Economics, Public or Business Administration.

Experience in leading teams responsible for the provision of strategic policy advice and/or economic analysis.

DIRECTOR, OCEANS AND SALMONID ENHANCEMENT PROGRAM

Experience in the development, planning or delivery of oceans and salmonid enhancement projects.

REGIONAL DIRECTOR, REAL PROPERTY, SAFETY & SECURITY

Experience in the development, planning and delivery of major capital projects.

Experience in managing a large and diverse real property or safety and security program in a large operational department.

REGIONAL DIRECTOR, SMALL CRAFT HARBOURS

Experience in managing a large and diverse infrastructure portfolio in an operational department

Experience in planning and delivering multiple major capital projects in government

REGIONAL DIRECTOR, CONSERVATION AND PROTECTION

Experience in natural resource compliance or enforcement activities or law enforcement.

Graduation from RCMP Depot or Canadian accredited Provincial or Municipal ‎basic Law Enforcement training program

DIRECTOR, RESOURCE MANAGEMENT

Experience in developing resource access policy, or licensing and administrative processes, used in managing aquatic and marine resources.

Experience in natural resource management or regulatory program management

DIRECTOR, ABORIGINAL PROGRAMS DIVISION

Experience in working in cooperation with First Nations, stakeholders or other governments.

DIRECTOR, AQUACULTURE MANAGEMENT

Experience in aquaculture or natural resource management or regulatory program management.

DIRECTOR, SALMON MANAGEMENT AND CLIENT SERVICES

Experience in salmon or natural resource management or regulatory program management.
