Process Details

There will be two (2) stages to the assessment process:
1. Online Application
2. Public Service Entrance Exam

Candidates who qualify in both assessment stages will be placed in a pool (a list of qualified candidates). Hiring managers may then invite candidates on this list to participate in informal interviews or reference checks to fill positions.

Duties

If you are interested in influencing the political and social agenda, raising public awareness of a broad range of nationally significant issues, and ultimately shaping government policy, a career as a Policy Analyst might be for you. In this challenging and rewarding role, you are likely to be called upon to complete the following duties:

• Contribute to the development of recommendations and advice to senior management relative to programs, policies, and legislation for the Government of Canada.

• Work with partners (such as other departments, provincial/territorial/municipal governments and external stakeholders) to discuss policy directions and the impact of these decisions on Canadians.

• Prepare a variety of written documents, such as Briefing Notes, Research documents, Presentations, Legislation and Cabinet documents.

Intent of the process

A pool of qualified candidates will be established and may be used to staff similar positions within Employment and Social Development Canada (ESDC) on an indeterminate or term basis, with various position titles, language and security requirements across Canada.

You must meet all essential qualifications in order to be appointed to the position. Other qualifications may be a deciding factor in choosing the person to be appointed. In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

• Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

The specialization may also be obtained through courses in other programs such as:

• Social Sciences (anthropology, history, psychology, geography, criminology, and other disciplines associated with social science).
• Mathematics
• Computer science
• Data Science/Data Analytics
• Accounting

During the application process, you must upload your resume and answer a series of screening questions. The online application may take 1-2 hours to complete. The questionnaire will assess the essential and asset education; asset experience; as well as the following competencies: Integrity and Respect; Working with Others; Initiative and Action Oriented; and Written Communication.

Candidates must meet all the essential criteria in order to be appointed however, the asset and organizational needs may be required, depending on the specific requirements of the position being staffed.

You may save your application as a draft and return to it at a later date. Your application must be completed and submitted in order to be considered. Partially completed applications, or those in draft cannot be considered. You can make modifications to your submitted application at any time, but once your application has been selected for screening, you will no longer be able to make modifications and your submission will be considered final.

You may review the status of your application in your online account. Your application in this inventory will be active for 120 days. A notice that your application is about to expire will be posted to the “My jobs” menu of your account 21 days before the end of your active period. If you do not take action, your application will no longer be active and therefore no longer considered for this inventory. Should your application become inactive while the process is still open, a notice will be posted to your account indicating that your application has expired; you may select the link “Update my Inventory” status to reaffirm your interest.

You can only apply to this process once. If you are pulled from this inventory and are unsuccessful during the assessment phase, your application will not be given any further consideration for the duration of this inventory process.

Exam

Selected applicants must successfully write the Public Service Entrance Exam at one of the Public Service Commission Testing Centres located in Vancouver, Toronto, Gatineau, Montreal and Halifax. Travel to one of these centres may be required on short notice.

Please note that candidates (including employees of the Public Service) will not be considered to be in travel status or on government business and that travel costs will not be reimbursed. Consequently, candidates will be responsible for travel costs.
Candidates who fail to attend the assessment without good reason may not be considered further in this process.

Please note that testing may be administered during the day, evenings and/or weekends.

You must provide proof of your education during the assessment phase. Candidates with foreign education credentials are required to provide proof of Canadian equivalency. Any applicable fees are the responsibility of the candidate.

Foreign certificates and/or diplomas must be assessed against Canadian education standards. The federal public service will accept any Foreign Educational Credentials as long as they are deemed comparable to Canadian standards, determined by a recognized credential assessment service.

The Canadian Information Centre for International Credentials (CICIC) assists persons who wish to obtain an assessment of their educational, professional, and occupational credentials by referring them to the appropriate organizations.

Original diplomas, degrees or certified transcripts may be required and must be presented upon request. Failure to produce required documents will result in your application not being considered.
