Duties

Fisheries and Oceans Canada (DFO) Fisheries Protection Program - Senior Fisheries Protection Biologist: Supervises a team in the review of projects and/or development of guidelines and standards for the protection of commercial, recreational and Aboriginal fisheries in the region, by representing DFO and working directly with industry, federal/ territorial/ municipal governments, co-management agencies, Indigenous groups, academia and non-governmental organizations.

DFO is responsible for policies and programs in support of Canada's economic, ecological and scientific interests in oceans and inland waters; for the conservation and sustainable utilization of Canada's fisheries resources in marine and inland waters; for leading and facilitating federal policies and programs on oceans; and for safe, effective and environmentally sound marine services responsive to the needs of Canadians in a global economy.

Intent of the process

The intent of this process is to create a pool of qualified candidates to staff vacant indeterminate DFO Ecosystems Management Branch Fisheries Protection Program positions throughout Pacific Region. The pool may also be used to staff other DFO positions on an indeterminate, term, or acting basis throughout the Pacific Region.

Education1: Graduation with a degree from a recognized post-secondary institution, in natural resource management or a natural, physical or applied science, with specialization in a field relevant to the duties of the position.

E1 - Experience in evaluating the impact of development activities on fish and their habitats (freshwater or marine environment).

E2 - Experience providing advice on strategies and methods for resolving regulatory issues regarding the impacts of development activities on fish and their habitats.

E3 - Experience supervising and managing a team of 2 or more people.

E4 - Experience in managing projects.

E5 - Experience working with multiple, concurrent demands and often short timelines.

E6 - Experience collaborating, building relationships and resolving conflicts.

Education 2: Graduation with a graduate degree (e.g. M.Sc. or Ph.D.) from a recognized post-secondary institution, in natural resource management or a natural, physical or applied science, with specialization in a field relevant to the duties of the position.

Degree equivalency

AE1 - Experience negotiating, consulting or engaging with Indigenous peoples regarding development projects.

AE2 - Experience in monitoring or compliance activities related to fish and fish habitat.

AE3 – Experience in management of financial resources.

AE4 - Experience in planning projects, investigations, studies, assessments or providing advice pertaining to contaminated sites.

AE5 - Experience in administering grants, contribution agreements, contracts or Memorandums of Understanding with Government organizations (federal, provincial, territorial); Indigenous groups (communities, organizations); or external, non-government stakeholders.

AE6 - Experience consulting, engaging, or partnering with two or more of the following, on issues relating to fish and fish habitat: Government organizations (federal, provincial, territorial); Indigenous groups (communities, organizations); and/or external, non-government stakeholders.

AE7 - Experience in planning, managing or participating in projects related to the protection of fish and fish habitat or management of fish and fish habitat.

AE8 - Experience in the development of standards or guidelines for the protection of fish and fish habitat.

AE9 - Experience in writing technical and scientific documents related to fish and fish habitat.

AE10 – Experience applying the Species at Risk Act and DFO’s supporting policies in the review of development projects and their effects on fish and fish habitat.

AE11 – Experience applying the Canadian Environmental Assessment Act, 2012 or the Yukon Environmental and Socio-economic Assessment Act in the review of development projects and their effects on fish and fish habitat.

Knowledge:
K1 - Knowledge of the Fisheries Act and its supporting policies, as applicable to Fisheries and Oceans Canada’s role in the protection and management of fish and fish habitat.

K2 - Knowledge of life history and habitat requirements of freshwater and marine fish and knowledge of freshwater and marine ecosystems, found in the Pacific Region of Fisheries and Oceans, that are part of or support commercial, recreational or Aboriginal fisheries.

Conditions of employment

Reliability Status security clearance

Hold a valid Driver’s Licence (Class 5).
Willingness and ability to work overtime.
Willingness and ability to travel extensively (including overnight stays and remote locations).
Willingness and ability to travel by boat, plane or helicopter.
Obtain Isolated post medical, if applicable.
