Duties

1. Plans and conducts comprehensive regulatory inspections of manufacturers, importers, distributers and users, in order to assess compliance with the Pest Control Products Act and Regulations.

2. Verifies reports/complaints/evidence of violations of the Pest Control Products Act and implements corrective action, including Compliance Orders, Administrative Monetary Penalties and/or prosecutions.

3. Provides regulatory and technical input and information to management concerning regional and national program planning and delivery, quality improvement initiatives, issue prioritization and development of compliance and enforcement strategies using a risk management approach.

4. Acts as lead inspector during complex inspections or compliance verifications by assigning, coordinating, reviewing and reporting on the work.

5. Trains and mentors less experienced staff.

6. Provides education and guidance to clients to conduct compliance promotion activities.

7. Prepares reports on inspection activities.

8. Travels within the region by car and/or air and/or ferry to conduct inspections.

Work environment

Conducts compliance promotion activities, inspections, audits, compliance verifications, investigations and enforces the provisions of the applicable acts and regulations using a full range of mechanisms and prepares reports on compliance violations by regulated parties, identifies corrective actions and conducts follow-up inspections to ensure that regulated parties meet compliance requirements.

Intent of the process

This will be an anticipatory process. A pool of qualified candidates will be established and used to staff future vacancies on a permanent or temporary basis in the following locations: Burnaby (BC), Kelowna (BC), London (ON), Hamilton (ON), Guelph (ON), Toronto (ON), Ottawa (ON), Moncton (NB), Kentville (NS), Charlottetown (PE)

The pool of qualified candidates will be established and may be used to staff similar positions in the Regulatory Operations and Regions Branch of Health Canada in locations across Canada on a permanent or temporary basis.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in biology, environmental science, agriculture, microbiology, chemistry, food science or some other natural, physical applied science specialty related to the position.

Degree equivalency

Recent* and significant** experience in conducting inspections; OR experience working in a scientific regulatory environment.

*Recent means experience acquired within the last three (3) years
**Significant means the depth and breadth of experience normally associated with performing these duties full-time for a minimum of twelve (12) months

Experience in providing scientific and/or regulatory advice or guidance on regulated products to management, regulated industry or government agencies

A top down approach may be used to assess and/or appoint candidates.

Once the candidates have been assessed and the pool is created, it will not be possible for the candidates in this pool to add additional information regarding merit criteria for future consideration, except for linguistic results. Also, no additional candidates will be added to the pool for all of its duration.

Candidates who have been fully assessed and found to have met all essential qualifications except official language requirements may update their second language evaluation (SLE) results for as long as the pool is/pools are valid. N.B.: Each candidate can only undergo SLE testing one time within the context of an appointment process; any update to a candidate's linguistic profile must be as a result of subsequent SLE testing done outside of this appointment process.

Current Federal Public Service employees whose substantive position is the same group and level or equivalent to the position being staffed and are found qualified may be considered first for a deployment, secondment or assignment. If no deployment, secondment or assignment is made, successful applicants from this appointment process will be considered.
