The screening committee will use your answers to the screening questions to assess how you meet the essential and asset qualifications (education and experiences). No other documents, such as cover letter, will be considered at this phase. To reinforce this procedure, the option to attach a cover letter has been deactivated in the system.

All screening questions must be answered. It is NOT sufficient to only state that the qualifications are met or to provide a listing of current or past responsibilities. Rather you must clearly demonstrate HOW, WHEN and WHERE the qualification was met through substantiation by examples.

Intent of the process

This process will be used to establish a pool of qualified or partially qualified candidates which could be used to staff similar positions with various linguistic profiles, various security profiles and various tenures within Shared Services Canada.

You must meet all essential qualifications in order to be appointed to the position. Other qualifications may be a deciding factor in choosing the person to be appointed. In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education:

A degree or diploma from a recognized post-secondary institution or an acceptable combination* of education, training and/or experience in a field relevant to the position.

*An acceptable combination must include a secondary school diploma and a combination of post-secondary education and work experience in the field of contracting, procurement, and/or asset management normally acquired over a period of 3 years.

Experience Common to Both Streams:
EXP1: Significant* experience in working collaboratively with internal and external stakeholders.

Stream 1: Senior Procurement Officer:

EXP2: Significant* experience leading competitive procurements or participating in complex** procurements or responding to Government of Canada competitive procurements.

Stream 2: Senior Business Systems Officer:

EXP3: Significant* experience in the implementation or supporting the management of an enterprise resource planning (ERP) system, such as SAP or Procure-to-Pay (P2P).

* Significant means the depth and breadth of experience acquired in the full-time performance of duties for a minimum period of two (2) years.
**Complex is defined as having at least 2 of the following: multi-stakeholder, high dollar value ($2M or more), multi-year, multi-phased, or high visibility/sensitive in nature.

Knowledge

Common to Both Streams:

K1. Knowledge of the Financial Administration Act, Treasury Board Contracting Policy, and Government Contracts Regulations (GCRs).

Stream 1:

K2. Knowledge of various methods of acquisition.

Abilities

Common to Both Streams:

A1. Ability to communicate effectively orally;
A2. Ability to communicate effectively in writing;
A3. Ability to analyze and solve problems;
A4. Ability to plan, organize, and effectively manage priorities and meet deadlines;
A5. Ability to prepare and provide advice or recommendations to senior management.

Stream1:

A6. Ability to review, analyze and recommend improvements to statements of work and evaluation criteria.
A7. Ability to interpret and apply procurement and contracting policies, procedures, guidelines within the Federal Government.

Stream 2:

A8. Ability to plan and coordinate a program or project.

Asset Qualifications

Occupational Certification:

OC1: Federal Specialist in Procurement or Materiel Management Program, Level I or Level II Certification.

Experience

AEXP1: Experience conducting contract negotiations;
AEXP2: Experience conducting or attending supplier debriefings;
AEXP3: Experience in establishing or managing a method of supply (e.g., a standing offer, supply arrangement, contract etc.);
AEXP4: Experience in configuring or testing an enterprise system such as SAP;
AEXP5: Experience preparing and delivering presentations, training, information sessions or working groups;
AEXP6: Experience in planning and coordinating programs, projects or initiatives;
AEXP7: Experience in generating, reporting or analyzing data from business applications such as SAP.

Operational Requirements

- Willingness and ability to work occasional overtime.
- Provision of Service must be maintained throughout the week within the core working hours.
