Duties

The Senior Project Officer will provide technical advice and support to the Deputy Fire Marshal in the procurement and testing of all fire service equipment, including;
• firefighting apparatuses (all types);
• firefighting tools, and accessories;
• fire fighter uniforms; and
• fire fighter personal protective equipment.

Working closely with Life Cycle Materiel Managers (LCMMs) and Technical Authorities (TAs) at ADM(Materiel), the Senior Project Officer will be the subject matter expert (SME) on NDFS equipment, will serve as a liaison between the NDFS and ADM(Mat), and will identify, plan, test, coordinate, and evaluate the equipment needs of the NDFS. Some key activities include:
• Liaising with ADM(Mat) and other departments;
• Preparing statements of requirements (SOR);
• Providing technical advice and guidance to clients on policies and procedures;
• Identifying training requirements with the introduction of new technology.
• Conducting tests and trials of new equipment; and
• Representing the Department on standards committees (ULC, CSA, NFPA).

Work environment

The working location for this position is currently in downtown Ottawa, but we will be relocating to the new National Defense headquarters, Carling Campus, in early 2019. The Carling Campus is in the west end of Ottawa and was chosen and designed to enhance employee lifestyle and create a supportive and effective work environment. The campus boasts 11 interconnected buildings on 15 beautiful green hectares, recreational and health facilities, retail outlets, and many other services.

Intent of the process

The Canadian Forces Fire Marshal (CFFM) has created a new full-time, indeterminate Senior Project Officer position, and is seeking a motivated individual with fire service experience and a keen interest in the procurement of firefighting equipment for the National Defence Fire Service.

There is an immediate need to staff one (1) indeterminate position in Ottawa, Ontario. A pool of qualified candidates may be established and may be used to staff similar positions.

E1 – Extensive* and recent** experience working within the fire service.

E3 – Experience liaising and consulting with clients, stakeholders, and external organizations.
E4 – Experience preparing technical documents or reports.

*Extensive is defined as the depth and breadth of experience normally acquired during a period of approximately five (5) years.

** Recent is defined with experience obtained within the last eight (8) years.

*** Equipment is defined as including firefighting apparatuses, tools, and accessories, fire fighter uniforms, or fire fighter personal protective equipment.

AQ2. International Fire Service Accreditation Congress (IFSAC) or ProBoard National Fire Protection Association (NFPA) 1021 Fire Officer Level I accreditation or CFFM approved equivalent.
AQ3. International Fire Service Accreditation Congress (IFSAC) or ProBoard National Fire Protection Association (NFPA) 1021 Fire Officer Level II accreditation or CFFM approved equivalent.

EXPERIENCE:
AQ4. Experience representing an organization on a committee or external event
AQ5. Experience preparing statements of requirements (SORs).
AQ6. Experience planning and conducting environmental scans of firefighting equipment***.
AQ7. Experience in the procurement of goods and services within a government environment

*** Equipment is defined as including firefighting apparatuses, tools, and accessories, fire fighter uniforms, or fire fighter personal protective equipment.
