Under the functional authority of the Property Manager and a Client Service Team Director (CSTD), the incumbent:
Plans, oversees, monitors and administers property management for office and/or specialized facilities (laboratories) and/or rented premises (leases) with an average surface area of less than 3,000 square metres for a variety of major clients (federal departments);
Plans and manages a large number of contracts with private-sector companies simultaneously;
Manage, award and monitor the realization of small real estate projects (fit-ups, tenant services);
Act as the official representative of the Department and provide expert professional advice to clients in the area of property management;
Take a proactive role in expanding the turnover of the sector allocated to the incumbent.

PSPC is looking for Property and Facility Officer to create a pool of partially qualified candidates to staff similar positions with various tenures (term and/or permanent) within Public Services and Procurement Canada (PSPC),Quebec Region.

EDUCATION
Post-secondary degree in architecture, civil engineering, building mechanics, real estate or business administration OR an acceptable combination of education, experience and training in a field related to the duties of the position.
EXPERIENCE
Recent and significant experience (note 1) in managing leased office buildings or commercial, government or institutional buildings. This could include:
1. management of small real property projects (office renovations, layouts).
2. client service experience with tenants of this type of building.
3. building operation and maintenance
4. awarding, monitoring or managing contracts entered into with contractors in fields related to the position
5. management of office building leases
6. planning, analysing or developing real property management plans
**Note 1: “recent and significant experience” means approximately two years in the course of the past three years working with office buildings or commercial, government or institutional buildings (experience acquired in the residential sector is NOT acceptable)

EXPERIENCES
Recent and significant experience (note 1) in real property management in one or more of the following business lines:
1. Designing, executing and/or managing construction projects in an occupied building.
2. Setting and monitoring building operation and maintenance budgets
3. Quality monitoring and/or monitoring of performance indicators related to building operation and maintenance.
4. Developing and monitoring a building management plan including the management of building operation and maintenance service contracts.
5. Experience in quality control and monitoring: participation in quality monitoring activities

- Be willing and able to travel occasionally
- Be willing and able to work overtime occasionally and on short notice
- Valid driver’s license
