Stream I: EC-06 – Senior Policy and Economics Analyst

You will be required to show how you demonstrate the essential qualifications (i.e. Education, Experience and/or Occupational Certification) for the initial screening in answering online screening questions. It is not sufficient to only state that the qualifications are met or to provide a listing of current or past responsibilities. Rather you must clearly demonstrate how, when, and where the qualification was met through substantiation by examples. Information on your described skills, experience, etc. provided in screening questions should be supported by your resume. The intent of this process is to create a pool of qualified candidates. The pool may be used to fill this and similar or lower level positions in NL on an indeterminate, term, acting, or assignment basis. The current requirement is two indeterminate EC-06 positions; one term EC-06 position, each to be located in St John’s, NL. The resulting pool may be used by other departments.

Stream I & II:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in Economics, Sociology, Business or Statistics or an acceptable combination of education, training and/or experience.
Note: Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education (e.g. business/public administration or political sciences), training and/or experience.
Stream I & II:
Experience* providing advice or exhibiting leadership in one of the following fields: economics, sociology and statistics.
Experience* administering or coordinating complex (multi-faceted) files in a fast-paced work environment.
Experience* in developing collaborative working relationships with internal clients and/or external partners and stakeholders, such as other levels of government/other government departments (e.g. federal, provincial, municipal, First Nation).
Stream I:
Experience* in developing and providing strategic policy advice, including the preparation of briefing material for senior officials**.
Stream II:
Experience* in collecting, processing and reporting statistical data, or leading a team responsible for this work.
*Experience is understood to mean the depth and breadth of the experience normally associated with having performed a broad range of various, complex related activities. The depth and breadth of this experience may be used as a screening mechanism.
**Senior Officials refers to positions with an organization/business/government with the authority to make meaningful decisions such as Director, Director General, Vice President, Assistant Deputy Minister, Board Chair and Executive Director.

Knowledge of the priorities that the Government of Canada has established for the Department of Fisheries and Oceans (including the Canadian Coast Guard) and their relevance to Newfoundland and Labrador.
Stream II:
Knowledge of data collection, processing and reporting practices, issues and methodologies.
