Intent of the process

This process will be used to staff the above-mentioned position. It may also be used to staff similar positions with various tenures and bilingual linguistic profiles with qualified candidates from this process.

You must meet all essential qualifications in order to be appointed to the position. Other qualifications may be a deciding factor in choosing the person to be appointed. In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education:

A degree from a recognized post-secondary institution.

Degree equivalency

Experience:

Significant* and recent** experience in developing communications strategies and plans related to complex material such as macro-economic, fiscal and financial matters, and in providing communications advice on a range of complex policy issues.

Significant* and recent ** experience in drafting and editing communications materials, including press releases, media lines, backgrounders, speeches, and social media products.

Experience in providing strategic advice and expertise to *senior management regarding communication strategies and issues management.

*Senior management refers to officials at the executive director level, vice president level, or higher.

*Significant is defined as experience associated with having performed a broad range of related activities which could normally be acquired over a period of at least 3 years or more.
**Recent is defined as within the last 5 years.

Asset Qualifications:

Experience in managing human resources

Recent experience writing and coordinating the preparation of major speeches, official statements and messages delivered by executive-level speakers (at the level of a cabinet minister, administrator of a Canadian federal organization, or equivalent).

Information on language requirements

Knowledge:

Knowledge of the theories and principles of communications.

Knowledge of the Government’s key fiscal and economic policies and their communications implications.

Knowledge of communications channels such as digital and non-digital media, and their modes of operation.

Abilities:

Ability to develop strategic communications plans, as well as concise and impactful communications products.

Ability to analyze and synthesize information to provide expert communications advice and services to senior management.

Ability to organize work, determine priorities and exercise judgment under pressure.

Ability to communicate effectively in writing.

Ability to communicate effectively orally.

Asset Qualifications

Knowledge:

Knowledge of editorial techniques and practices to verify and recommend improvements to the style, grammar, vocabulary and punctuation of documents
