Duties

This is a management position where the incumbent is required to:
- Manage human resources on a day to day basis as well as being involved in strategic and business planning.
- Develop and assess proposals or requests.
- Examine current trends and developments affecting various areas to support current activities and to identify future opportunities for business development.
- Provide guidance and advice on program and policy development, procedures, processes, training and business strategies.
- Manage the development of related policies and procedures, promoting the standard development of such services and providing expertise to other organizations on the application of such services.

Intent of the process

This process will be used to create a pool of candidates which could be used to staff PG-05 positions within various Federal organizations across Canada.

In the recent years, Federal organizations recruited approximately 180 procurement professionals annually at all levels (PG1 to PG6).

You must meet all essential qualifications in order to be appointed to the position. Other qualifications may be a deciding factor in choosing the person to be appointed. Some essential and other qualifications will be assessed through your application. It is your responsibility to provide appropriate examples that illustrate how you meet each qualification. In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

STEP 1 of the assessment process - INTRODUCE YOURSELF
Mandatory & Assets Qualifications (If you meet those qualifications, when you submit your application, the system will prompt you with a specific question to evaluate how you meet each qualification; please ensure to answer and provide examples on how you gained these qualifications)

To be considered for this position:
1-You must have graduated with a degree (university) from a recognized post-secondary institution OR graduated with a diploma from a recognized technical institute or college OR obtained a certification from a program related to procurement or materiel management.

2- You must have significant* experience in completing requirements of the contracting process (assessment and planning, acquisition, contract management and close-out).

3-You must have significant* experience in conducting analysis and providing strategic advice on procurement issues.

4- You must have experience in developing options and solving problems related to risk management in procurement.

5- You must have significant* experience in managing client relationships and establishing partnerships.

6- You must have experience in negotiations with multiple stakeholders, such as vendors, legal counsel, or clients.

Definition:
*Significant was defined as depth and breadth of experience normally associated with the performance of those duties for a minimum two years.

STEP 3 of the assessment process – MEET US
Finally, if you make it to this stage, we will organize an in-person meeting to validate with you the information you have provided throughout the selection process, and to learn more about your career aspirations.

It is anticipated the written exam will be administered during the week of December 11, 2017 and that interviews will begin the week of January 22, 2018. Please submit any pre-approved leave that may impact your availability.

STEP 4 of the assessment process – LANGUAGE ASSESSMENT
Depending on the position being staff, we might have position with various language requirements, such as: English OR French Essential, Bilingual Imperative BBB/BBB, CBC/CBC or CCC/CCC.

If you are interested to be considered for bilingual position, Second Language Evaluation will also be conducted as part of this process. Second Language Evaluation (SLE) testing will be administered, as required, using the Public Service Commission’s (PSC) SLE tests.

Conditions of employment

STEP 5 of the assessment process - SECURITY CLEARANCE
The hiring department is responsible for the Personnel Security Clearance process. Typically to be eligible for a "Reliability" clearance, you must provide residence information for the last five (5) years and to be eligible for a "Secret" clearance, you must provide residence information for the last ten (10) years. The process may involves reference inquiries, verification of qualifications, criminal records checks, credit checks (if required) and fingerprints.

Depending on the position to staff the security clearance may vary; Reliability, Secret, Top Secret

Note: Some positions, may require the incumbent to work overtime, to travel, possess a driver’s license or to relocate.

- Top down selection may be used at any point during the assessment phase.

- Any travel expenses incurred by candidates to attend evaluations under this recruitment process will be the candidate's responsibility.
