EDUCATION:

EXPERIENCE:
**Significant experience in one or any combination of the following areas:
- Finance
- Internal audit and/or evaluation
- Project management
- Business analysis
- Performance measurement
- Program management
- Data management
**Significant experience in analyzing project proposals and their potential impacts on finance, human resources or business processes;
**Significant experience in developing business cases or cost and benefit analyses;
Experience in presenting advice based on analysis to senior management*;
Experience in researching or analysing complex data or information;
Experience in the supervision of staff or leading a team
** Significant is understood to mean the depth or breadth of experience normally associated with having performed related activities which are normally obtained over a period of approximately three (3) years

EDUCATION
A degree from a recognized post-secondary institution with specialization in accounting, finance, business administration, commerce or economics.
OCCUPATIONAL CERTIFICATION
Eligible for a recognized professional designation such has CPA or CFA;
Recognized Cost Estimating Certification (PCEA, CCEA, etc.);
Green Belt Certification in Lean or Six Sigma;
Business analysis or project management certification;
Other certification relevant to the position.
EXPERIENCE
Recent experience in developing or leading complex costing activities in support of service delivery (for example, activity-based costing, fixed and variable costing analysis) using costing software (Excel, True Planning, etc.).
Experience in the preparation of Treasury Board Submissions
Experience in leading business improvement projects using Lean, Six Sigma or other similar quality management methodologies.
Experience reporting program performance, in a government setting.
KNOWLEDGE
Knowledge of Treasury Board Secretariat's Guide to Costing ;
Knowledge of general capital asset accounting principles
Knowledge of Canadian Coast Guard operations and programs.
ABILITIES AND SKILLS
Ability to write procedures and develop process maps based on business processes
OPERATIONAL REQUIREMENTS
• Ability and willingness to work overtime on a short notice;
• Ability and willingness to travel.
CONDITION OF EMPLOYMENT
Possess and maintain a security clearance reliability or secret depending on the position requirement.
