When submitting your application to this selection process, you will be prompted to answer screening questions concerning the education and experiences requirements listed in the essential qualifications and asset qualifications section. It is your responsibility to provide clear and concrete examples in your responses to each question. It is recommended that you describe the experience examples in specific terms, providing sufficient details so that the Assessment Board can clearly understand. Describe the situation/task, how, when and where you acquired these experiences by giving examples. Manage, direct, coordinate and control the activities of the subordinate teams whose respective activities are development and applications, including infrastructure, IT security and the provision of secure e-services, the management of the CSA's computer-related assets, including the development of standards related to software and hardware, user-assistance services including the integration and administration of databases; coordinate and manage studies and assessments of technology-related proposals as well as the review and approve technical reports.
Direct and coordinate the design, development, elaboration and implementation relative to the security of IT operations, the continuous improvement of the architecture of the Agency's information and information systems.
Provide expert strategic advice and recommendations to senior management on IT security, on development orientation, on the integration and use of information systems, on the application and management of computerized databases.
Provide strategic and technical advice to senior management and managers on how management applications could help to achieve the Agency's orientations, objectives, programs and business processes; coordinate the creation, training and implementation of corporate committees and working groups such as steering, advisory project group, etc. committees.
Develop and recommend service management strategies, policies and processes, implement standards and change agendas.
Negotiate and reach agreements relating to computer services offered to or received by the CSA, i.e., develop projects with clients and reach interdepartmental service agreements with government agencies (e.g.: Shared Services Canada); negotiate the levels of services, the schedules, the costs; develop requirements for the awarding of contracts with suppliers for the provision of services and the supply of products.
Lead and/or preside over departmental or interdepartmental teams and committees; represent the Agency in the effective development and integration of management applications, moderate meetings related to projects with the project promoters, other stakeholders and suppliers' representatives.
Manage the section's human, financial and material resources.
The intent of this selection process is to staff one position on an indeterminate basis. A pool of qualified candidates will be established to staff positions with various tenures (indeterminate, specified period, deployment, acting, secondment or assignment).

Successful completion of two years of an acceptable post-secondary educational program in Computer Science, Information Technology, Information Management or another specialty relevant to the position to be staffed.
Notes:
1. Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.
2. It is the recognized educational institution (e.g. community college, CÉGEP or university) that determines if the courses taken by a candidate correspond to two years of a post-secondary program at the institution.
- Significant experience* in the elaboration of IT operational or strategic plans. By business plan, it means: a document detailing the activities/initiatives to realize in order to achieve specific objectives.
- Recent** and significant* experience in managing human resources (experience in managing human resources involves supervising employees, managing performance, including employee development and distributing workload).
- Recent** experience in negotiating with clients, partners or stakeholders on Information Technology (IT) related matters.
- Experience in providing advice and presenting recommendations on operational or strategic IT matters to management (managers or above).
Significant experience* is defined as continuous work experience normally associated with full-time performance of duties for approximately two (2) years. Significant experience will be evaluated in regard to amount, complexity and diversity of work handled, the level of autonomy demonstrated and the impact of the decisions.
Recent experience** is defined as an experience acquired within the last five (5) years.

- Bachelor or higher degree from a recognized university in Computer Science, Information Technology, Information Management or another specialty relevant to the position being staffed.
- Experience in the review and improvement of processes.
- Experience in the preparation of documents such as breffing notes or presentations.
- Experience in financial management including the planning of expenditures and the management of a budget.
- Recent** experience in managing IT projects.
- Experience in the procurement process and the management of contracts.
- Experience in participating actively to interdepartmental or interorganizational committees related to IT.
- Experience in the implementation of practices based on ITIL (Infrastructure Library Information Technology).
