The National Energy Board (NEB) is an independent federal regulator of several parts of Canada’s energy industry. It regulates pipelines, energy development and trade in the public interest with safety as its primary concern. The Minister of Natural Resources is responsible for this organization. The NEB was established by Parliament to regulate, among other things, the construction, operation and abandonment of pipelines that cross provincial or international borders, international power lines and designated interprovincial power lines, imports of natural gas and exports of crude oil, natural gas liquids, natural gas, refined petroleum products, and electricity, and oil and gas exploration and production activities in certain areas. The NEB is also charged with providing timely, accurate and objective information and advice on energy matters. Headquartered in Calgary, Alberta with regional offices in Montréal, Vancouver and Yellowknife, the NEB has approximately 500 employees and annual budget of over $70 million.

Duties

Reporting to the Assistant Secretary, and working closely with other another Regulatory Administrative Assistant, provides financial and administrative services related to the ongoing administration of the hearing reserve budget. Acting as the principal liaison between the Secretary’s Office, Financial Services, Procurement Services, and external service providers, the incumbent is responsible for developing and implementing ongoing monitoring measures and control processes of the hearing reserve budget and assists the Secretary and Hearing Managers in meeting their administrative and financial reporting needs.

This position also provides back-up bilingual (English and French) receptionist services and in this capacity, is the first point of contact for all NEB employees and external clients. This includes operating a computer-based telephone system, receiving and prioritizing incoming calls, responding to general questions and complex enquiries from internal and external callers, receiving visitors, and issuing security passes.

E4: Recent experience as a bilingual receptionist accountable for directing and prioritizing telephone/mail enquiries and handling incoming/outgoing calls and correspondence.
E5: Experience in providing services to the general public in a demanding environment.

1. The National Energy Board has a classification system that differs from the greater public service. This NEB-05 position is similar to a CR-05 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is subject to NEB’s Professional Institute of the Public Service of Canada Collective Agreement.

4. Appointment Requirements: Candidates must meet each essential qualification and the conditions of employment to be appointed to the position. 5. Salary: Effective 1 November 2013, NEB-05, $45,893 to $55,968 (under review)

The National Energy Board has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
• a Calgary Allowance in the amount of 4.95% of base salary, paid on a bi-weekly payroll basis
• annual performance pay which includes elements of individual performance (60% of payout) and corporate performance (40% of payout).
• The Collective Agreement between the NEB and PIPSC expired on 1 November 2014. Please note that in the absence of a new Collective Agreement, all provisions – including the allowances remain in place until a new agreement has been signed.

6. Terms of Employment: This position has been allocated and apply to the bargaining unit represented by the NEB Professional Institute of the Public Service of Canada.
