Work environment

***Indigenous and Northern Affairs Canada (INAC) is looking for a seasoned leader to staff a vacant EX-03 position.***

As a talented individual, you will contribute to INAC's unique mandate by providing the overall strategic direction with respect to the negotiation and addressing of matters related to claims, historic treaties and Indigenous self-determination, in the context of reconciliation and profound transformation. By assuming this role, you will support Indigenous peoples (First Nations, Inuit and Métis) and Northerners in their efforts to improve social well-being and economic prosperity to the benefit of all Canadians. You will play a key role in advancing Government of Canada’s commitment to renew Canada’s relationship with Indigenous People based on the recognition of rights, respect, cooperation and partnerships.

Intent of the process

A pool of fully qualified candidates may be established through this process to staff similar positions. All federal organizations listed in the Schedules I, IV and V of the Financial Administration Act (FAA) may use this selection process to staff a similar position in their organization.

Your résumé.

A covering letter in 9,000 words (maximum) "You must clearly demonstrate in your cover letter how you meet the education and experience criteria listed in the essential and asset qualifications. You must use those criteria as a header and then write one or two paragraphs for each, demonstrating how you meet them with concrete examples. Please note that it is not sufficient to only state that the criteria are met or to provide a listing of current or past responsibilities. Résumés may be used as a secondary source to validate the responsibilities. You will not be solicited for incomplete or possible missing information."

EDUCATION

Acceptable combination of education, training and/or experience: Successful completion of two years of an acceptable post-secondary educational program and two years of working experience within the federal, provincial or territorial government.


It is the recognized educational institution (e.g. community college, CÉGEP or university) that determines if the courses taken by a candidate correspond to two years of a post-secondary program at the institution.

Degree equivalency

EXPERIENCE

- Significant* experience in leading the development and implementation of policy and/or negotiation frameworks.


- Experience in representing an organization, during consultations or negotiations of agreements.


- Significant* experience in the provision of strategic advice and briefings to senior management (Director General level or above) and Ministers on complex** issues.


- Significant* experience in establishing and managing partnerships with other federal organizations, central agencies, other levels of government, Indigenous organizations and private sector.



- Experience in the management of human* and financial* resources.

NOTE (*):

Significant is defined as a depth and breadth of experience normally associated with having performed a broad range of activities related to this task, which are acquired over a period of at least two (2) years at the executive level.


Complex issues are issues with at least 3 of the following characteristics: multidimensional, sensitive, confidential, affecting many partners or stakeholders, precedent setting or having a major impact on the program delivery for the public service.


Some examples of managing human resources may include: supervised staff, establishing vision, priorities, work plans or establishing work objectives, conducting performance assessments and feedback, approving training, demonstration of experience in managing various service delivery and resources allocation frameworks, etc. Applicants must also indicate the number of staff they have supervised.



Some examples of managing financial resources may include: full delegation for a budget for at least one fiscal cycle, being responsible for financial planning, forecasting and reporting. Applicants must also indicate the size of the budget they managed directly.

Graduation with a degree from a recognized university in a field relevant to the position.

- Experience in leading, managing or delivering Indigenous programs and/or policies.

- Experience in consulting or negotiating with Indigenous organizations.

- Knowledge of the aspirations and the socio-economic environment of Indigenous People in Canada.

- Knowledge of the central decision-making machinery of the government of Canada and of the role played by central agencies in First Nation, Inuit and Northern issues.

Reference checks will be done; candidates will have to bring their list of references to the interview (2 supervisors, 2 colleagues and 2 subordinates).
