Intent of the process

The intent of this appointment process is to establish a fully assessed pool of qualified candidates. The immediate use of the pool will be to staff one (1) indeterminate position in Ottawa and one (1) indeterminate position in Toronto/Peterborough. However, the results of this process may be used to staff similar or identical positions for future vacancies of various tenures and linguistic requirements in various locations within Public Services and Procurement Canada in the Ontario Region.

You must meet all essential qualifications in order to be appointed to the position. Other qualifications may be a deciding factor in choosing the person to be appointed. Some essential and other qualifications will be assessed through your application. It is your responsibility to provide appropriate examples that illustrate how you meet each qualification. In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Fully licensed as a Professional Engineer in Canada in a discipline relevant to the duties of the position (e.g. Civil, Mechanical, Electrical, Environmental or other).

Note: Your application/résumé must clearly demonstrate how you meet the occupational certification requirement. Your registration number and Province of registration must be included in your application.

Recent* and significant ** experience in managing significant and complex real property construction projects (e.g. hydraulic structures, roads, bridges and infrastructure, among others.

*Recent is defined as within the last 5 years immediately prior to the closing date of this job opportunity advertisement.

**Significant is defined as the complexity and diversity of work which would normally be acquired over a period of approximately 8 years where the candidate performed the role of project manager, managing all aspects and stages of project delivery including, Initiation, Project Definition and Execution Stages as well as Closeout. Complexity is viewed in terms of the magnitude of the risk and/or scope, but as a minimum: Candidate must identify specific experience where he/she manages at least 2 projects with total project cost of over $5 million, with a multi-disciplinary consulting team. A program of work of small projects totaling $5 million do not qualify.

Candidates are expected to demonstrate experience in successfully managing complex projects, describing challenges and risks that were managed.

Note: The Screening Board cannot make assumptions about a candidate’s experience. It is important that candidates clearly and fully explain to what degree they meet each of the above experience requirements, giving specific examples of EACH. Failure to do so may result in being screened out.

10 or more years’ combined experience in managing procurement, design, and construction of civil projects.
Experience in managing the design and construction/rehabilitation of marine or civil engineering projects.
Experience in claims management including: avoidance, evaluation, negotiation, alternate dispute resolution and schedule crashing.
Experience in managing projects using Construction Management procurement approach or Construction Manager General Contracting.

Reliability Status security clearance - Some positions may require a higher level of security due to the nature of the duties.

Requirement to possess a valid driver's license.
Licensed as a Professional Engineer in Canada.

Must be willing and able to enter construction sites.

Note: Those selected must meet and maintain the above-noted conditions of employment throughout their employment.

Other information

However, a person may be appointed to the position even though he/she does not meet any or all of the asset qualifications, operational requirements or organizational needs. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed.
