PSPC is looking for Property and Facility Manager to create a pool of partially qualified candidates to staff similar positions with various tenures (term and/or permanent) within Public Services and Procurement Canada (PSPC),Quebec Region.

EDUCATION
Graduation with a college diploma from a recognized educational institution in a field that is relevant to the position, such as real property management, public administration, business administration or management, engineering and building technology OR an acceptable combination of education, training and experience in the field of office building management.
EXPERIENCE
Recent and significant experience (see notes 1 and 2) in managing a real property portfolio, including leased office buildings, or commercial, government or institutional buildings.
This experience could include, but is not limited to the following:
1. financial management and the monitoring of budget forecasts in the real property management field
2. the planning, monitoring and coordination of real property projects
3. the awarding, management and monitoring of service contracts
4. building operation and maintenance
5. client service with respect to tenants
6. human resources management
7. the management of construction and fit-up contracts
8. the management of office building leases
9. the planning and analysis of investment projects, as well as cost estimates for building related work
10. the development of action or project plans as part of a process of continuous improvement
11. multidisciplinary team coordination
12. process review
Note 1: “Recent” experience is defined as approximately three years over the last five years.
Note 2: “Significant” experience means that the applicant must clearly demonstrate that he/she has experience in at least three (3) of the above-listed fields. (Experience acquired in the residential or sales fields does NOT count. However, experience acquired in managing a major condominium portfolio may be considered.)

CERTIFICATIONS
Professional certification: Meets one or more of the requirements for a professional designation recognized by the Department:
- Certified Property Manager (CPM)
- Certified Administrator (C. Adm.)
- Real Property Administrator (RPA) from Building Owners and Managers Association International (BOMA)
- Facilities Management Administrator (FMA) from BOMA
- Certified Facilities Manager (CFM) from the International Facility Management - Association (IFMA)
- Certified Leasing Officer (CLO)
- Fellow of the Real Estate Institute (FRI)
- Chartered Appraiser (C.A.)
EDUCATION
Bachelor’s degree from a recognized educational institution with a specialization in real property management, business administration, public administration, industrial engineering or any other specialty relevant to the position.
EXPERIENCE
- Experience in managing and/or supervising construction or renovation project teams.
- Experience in managing and/or supervising maintenance and operations staff.
- Experience in developing building management plans.
- Experience in the management and operations of buildings, including client service, and the management of maintenance personnel, of budgets and of maintenance contracts.
- Experience in lease management, including client service, contract management, and the planning and analysis of projects.
- Experience in developing a complete process to improve an organization’s performance and effectiveness.
- Monitoring of the performance indicators and/or quality related to building operations and maintenance and/or project management.
Note 3: Experience must be recent (three years within the last five years) and acquired in the area of office buildings, commercial, government or institutional buildings.
OPERATIONAL REQUIREMENTS
- Must be willing and able to travel occasionally.
- Must be willing and able to work overtime on short notice.
- Must have a valid driver’s licence.
- Must wear appropriate protective equipment.
