Physical Working Environment

STREAM 1:

In addition to working in an office environment, the incumbent must conduct investigations, inspections and compliance monitoring activities where the work may be performed: in a plant (heating, cooling etc.); in a store room; in a warehouse; in a trades shop; in a confined space; and in a mechanical room.

Visits to the property, building or facilities to conduct inspections occur on a regular basis and may last up to a few hours. In addition, investigations of hazardous occurrences and when performing on-site regulatory compliance monitoring can expose the employee to dirt, noise, rugged terrain, environmental contaminants, hazards from moving machinery and equipment and unpleasant weather conditions including extremes of heat and cold.
The work may also involve lifting, carrying and/or maneuvering light/medium weight and heavy objects or instruments that weigh less than 10 kg.

The work may require the wearing of protective clothing and equipment (e.g. hard hats, safety boots, safety glasses, reflective vests and gloves).

STREAM 2:

Conduct inspections, audits and site surveys of safety and health compliance on construction projects and maintenance work sites where there is a requirement to occasionally climb ladders, scaffolding, visit roofs and boiler rooms with exposure to noise, dust, fumes, inclement weather, etc. as well as to conduct inspections on rough work sites where undulating/uneven terrain exists.

The work requires continual periods of standing, walking and climbing while conducting inspections. Entering hazardous locations and confined spaces when inspecting work with a view of health and safety compliance of staff, contractors and visitors. The employee may be required to wear protective clothing which may increase body heat load, such as hardhat, coveralls, safety boots, glasses, gloves, respirators, self-contained breathing apparatus, life jacket, etc.

Intent of the process

A pool of partially qualified candidates may be established and may be used through this process to staff similar positions with various tenure (term, indeterminate, *acting) within the Departement of Public Services and Procurement Canada.

STREAM 1:

Successful completion of a post-secondary certification program in Occupational Health and Safety or a combination of education, training and/or experience related to Occupational Health and Safety.

STREAM 2:

Successful completion of a post-secondary certification program in Occupational Health and Safety or a combination of education, training and/or experience related to construction or maintenance safety.

Degree equivalency

EXPERIENCES:

STREAM 1:

Recent* and significant** experience in:

-interpreting and applying provincial or federal occupational health and safety acts and regulations.

-providing technical*** Occupational Health and Safety recommendations to clients.
conducting hazard assessments, accident investigations, or inspections in industrial or operational work environments.

-in the development and delivery of technical*** Occupational Health and Safety training sessions or presentations.


*Recent is defined as having used this skill within the last 5 years.

**Significant means experience that would normally be acquired by a person in a position where the performance of these duties are a core function over a period of at least 2 years.

***Technical is defined as subjects such as: Confined Spaces, Respiratory Hazards, Noise Hazards, Working at Heights, Hazardous Substances, Electrical Safety, or Air Quality.

STREAM 2:

Recent* and significant** experience in:

-construction and/or maintenance safety in Canada.

-providing advice and guidance to management, trades and/or workers.

-development and delivery of presentations, health and safety training programs, and information sessions.

-in applying, implementing and monitoring compliance to the occupational health & safety act, regulations, policies and procedures related to construction sites and/or maintenance activities.

-planning, organizing and oversight of investigations into accident causations, hazard identification and assessment, and worksite inspections.

-working on multi-disciplinary project teams, developing partnerships with internal stakeholders, other organizations and/or regulatory agencies


*Recent is defined as having used this skill within the last 5 years.

**Significant means experience that would normally be acquired by a person in a position where the performance of these duties are a core function over a period of at least 5 years.

KNOWLEDGE:

STREAM 1:

-Knowledge of the Canada Labour Code Part II and Canada Occupational Health and Safety Regulations.

-Knowledge of the methods and practices involved in investigations, inspections, or hazard assessments related to the technical*** subjects of Occupational Health and Safety.

***Technical is defined as subjects such as: Confined Spaces, Respiratory Hazards, Noise Hazards, Working at Heights, Hazardous Substances, Electrical Safety, or Air Quality.

STREAM 2:

-Knowledge of Ontario or Quebec provincial Construction and Industrial safety legislation.

Certification in one or more of the following:

-Certificate in Occupational Health & Safety;
-Certificate in Environmental Management through a Community College;
-University degree in Industrial Hygiene, Environmental Engineering, Environmental Sciences or Environmental Studies;
-Certification as a Canadian Registered Safety Professional or equivalent.

STREAM 2:

-Certification or eligibility for certification as a Canadian Registered Safety Professional or equivalency.

-Experience working in the Federal Public Service in a field related to the position.

-Experience working in construction and/or maintenance safety in Ottawa and/or Gatineau.

-Certified in a construction and/or maintenance compulsory or voluntary trade.
