Duties

The main responsabilities of this position are as follows:

• Preparing real property valuations, market studies and market analysis reports.

• Providing clients with specialized and strategic consultation services.

• Providing arm’s-length and independent quality assurance, review, reconciliation and approval functions for appraisals, market surveys and market analysis reports produced by third party appraisers.

• Identifying and clarifying critical assumptions which have an impact on value estimate and thus on the resulting business decisions.

• Coordinating evaluation studies used in negotiations or in matters related to real property, including studies on loss of use, property assessments, leasing and other studies.

Intent of the process

A pool of qualified candidates may be established through this process and may be used to staff identical or similar positions in the Public Service of Canada with various tenures (determinate or indeterminate, acting, assignment or secondment, deployment) and various linguistic requirements (French essential, bilingual imperative (BBB/BBB)).

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology, statistics or administration.

Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

An indeterminate incumbent of a former ES position on June 30, 1967 who became an EC on June 22, 2009, who does not possess the minimum level of education as indicated for Part A above is deemed to meet this minimum educational standard based on his/her education, training and/or experience.

Candidates with foreign educational credentials are required to provide proof of Canadian equivalency. For further information, please consult the Canadian Information Centre for International Credits at www.cicic.ca.

Degree equivalency

Accreditation by the Order of Chartered Appraisers of Quebec or Designated Member of the Appraisal Institute of Canada.

Four years of experience in commercial, industrial, and/or institutional real estate appraisal.

Experience in the use of word processing, spreadsheet and presentation software.

Reliability Status security clearance - These conditions of employment must be maintained throughout the entire period of employment.

To maintain the Accreditation by the Order of Chartered Appraisers of Quebec or Designated Membership of the Appraisal Institute of Canada throughout the entire period of employment.
