Duties

The successful candidate will assist with the day-to-day project management duties associated with delivering these remediation and closure projects. The main duties of the position involve:
• Assessing the engineering feasibility of project plans, determines value for money relative to proposals submitted by external engineering consultants and makes recommendations to departmental management on acceptance of these proposals.
• Advising program and departmental management on the engineering, financial and life cycle management.
• Providing recommendations, advice and interpretations to external consultants on proposals, engineering reports, plans and specifications; recommending approaches to resolve problems and meet project objectives.
• Interacting with territorial and First Nation government representatives and private sector companies and consultants.

Work environment

The position is with the Northern Affairs Organization of Indigenous and Northern Affairs Canada. The position is based in Whitehorse, Yukon and the successful candidate will be a member of the Type II Mines engineering group, which is under the Yukon Region’s Environment Directorate.

The Type II Mines engineering group works on four abandoned mines in Yukon. They are Mount Nansen (gold), Clinton Creek (asbestos), United Keno Hill (silver) and Ketza River (gold). The main goal of the group is to develop and implement remediation plans for these four abandoned mine sites and each site is at a different stage in plan development.

The group consists of three professional engineers and an engineer in training. The job is office based but some site visits and travel for meetings is required.

Intent of the process

The immediate need is indeterminate. A pool of qualified candidates may be established to staff similar or identical positions with various linguistic profiles and with various employment types and tenures (indeterminate, specified period or acting appointment, deployment, assignment, secondment) within INAC (Ottawa, ON) or INAC offices across the North. The pool may also be used to staff similar or lower level, permanent or temporary positions.

Graduation with a degree from a recognized university in environmental engineering, civil engineering, geological engineering, or some other engineering speciality relevant to the duties of the position.

Degree equivalency

Eligibility for certification as a professional engineer in Canada with specialization in an engineering specialty relevant to the position (some positions may require eligibility for certification as a professional engineer in Canada without regard for the field of specialization).

Experience in reviewing engineering drawings, technical specifications, project work plans, environmental and construction reports and construction practices.

Experience in the provision of advice to management on technical issues.

Experience in project and/or program management.

Experience in the management and preparation of consultant and construction contracts.

Experience working with First Nations communities.

Experience in planning, design, implementation and management of various infrastructure activities such as earthworks/embankments, retention structures, water diversions, covers, etc.

Significant experience in project management (more than 10 years).

Knowledge of the implications of the unique northern environment on operational, technical and engineering solutions to contaminated site remediation and civil works.

Knowledge of environmental legislation.

Operational Requirements
Willingness and ability to travel to remote communities and to areas outside of the Yukon.
Willingness to work overtime.

Conditions of employment

Medical clearance (Isolated Post - if hiring from outside the territory).
Valid Yukon Driver’s licence.
