The Public Service Commission (PSC) is currently looking for qualified Data Analysts/Analysts with expertise in a variety of fields, including economics, sociology, statistics, database development, data analysis, computer science or other related fields.
The PSC is located in a new building in Gatineau, easily accessible by public transit. To facilitate teamwork, we have access to several collaborative rooms where you can readily connect to your network account. We also have some active workstations equipped with treadmills or stationary bikes, allowing you to keep in shape while working! Being an independent and mid-sized organization of about 700 employees that reports directly to Parliament, you will have easy access to senior management.
The positions to be filled are within the Data Services and Analysis Directorate (DSAD) of the PSC’s Oversight Branch. DSAD supports the PSC’s mandate by producing analytical research and statistical information on hiring and staffing in the public service.
The main duties, depending on the position you fill, are:
a) Provide insight about staffing in the Public Service to a wide range of stakeholders by conducting client-driven research, generating reports, and providing data and advice.
b) Support intelligence creation by putting in place sound and rigorous data management techniques.
c) Develop and conduct surveys.
d) Conduct statistical analysis to support the PSC’s Oversight mandate.
e) Meet internal and external client needs through the creation of data products and by responding to specific client requests
The intent of the process is to staff a number of positions. A pool of qualified candidates may be established to staff several positions with various linguistic profiles and tenures at the EC-04 and EC-05 level within the PSC and other departments in the National Capital Region, subject to the PSC’s approval.

Education:
(There are various types of EC positions within our organization. Part A or B of the EC Qualification Standard will be used depending on the position to be filled.)
Part A: The minimum standard is:
•Successful completion of two years of a post-secondary program in social science or statistics.
Part B: The minimum standard is:
•Graduation with a degree from a recognized post-secondary institution in economics, sociology or statistics.
EXPERIENCE FOR ALL POSITIONS:
Experience in processing, manipulating and analyzing large or complex data sets using a statistical software, such as SAS, SPSS, Stata, R, etc.*
Experience in preparing reports, presentations or briefing material to address diverse audiences.*
Experience in working with various types of data holdings on various topics.*
EXPERIENCE FOR THE EC-05 (IN ADDITION TO THE CRITERIA ABOVE):
Experience collaborating with a broad range of stakeholders.*
Experience preparing analytical results and making recommendations to management.*
*: Applicant must have at least two years’ experience in a workplace setting to qualify for the EC-05.

ASSET QUALIFICATIONS FOR BOTH THE EC-04 AND EC-05:
Experience working with survey instruments and/or managing survey operations.
Experience in the development of data products or reports using business intelligence tools, such as automated processes, data visualization or OLAP data cube.*
Experience working with labor force, staffing data, or human resources data.*
Experience working in a client service environment.*
Experience in all aspect of the project management life cycle.*

Ability and willingness to work overtime on occasions.
